<br />Consulting Services Agreement between City of San Leandro and August 3, 2023 <br />Schaaf and Wheeler for Storm Drain Master Plan Exhibit A – Page 3 of 3 <br />Task 4: NPDES and Operations <br />Other ancillary aspects of storm water management include NPDES permit compliance (LID standards, C.3 <br />treatment and hydro-modification, trash capture, etc.) and other regulatory requirements. The effective version of the <br />Municipal Regional Stormwater Permit also includes several requirements pertaining to green infrastructure planning <br />and implementation and incorporation of these principles into storm drain infrastructure design. While the SDMP will <br />not go into extensive technical detail on these influential topics, their impacts will be discussed in a way that may help <br />guide future development and improvement. Costs to operate and maintain the City system and NPDES compliance <br />will be included in the report. <br />Task 5: SDMP Report <br />The SDMP report will be formatted and organized to layer the study information. It will provide a concise overview of <br />the study findings and recommendations in simple, non-technical terms with sufficient information for the general <br />public and City officials outside the engineering field. The report will also supply the technical community with <br />detailed implementable information on the drainage system to execute proposed projects. Trash capture project will <br />be incorporated into the master plan report. The current funding schedule and budgets will be included in the report <br />along with a summary of possible funding mechanisms. Appendices supplied as a part of the SDMP will include <br />improvement figures and detailed cost estimates. The report will be supplied electronically in PDF format. <br />Task 6: Project Management <br />Staff members with strong knowledge of system data will provide a thorough review of the hydrologic characteristics <br />developed from elevation, land use, and soils data. These methods utilize approximations of runoff based on land <br />use. Therefore, there is inherent uncertainty in the approximations. The team will utilize aerial imagery and GIS <br />calculations to minimize the uncertainty in these parameters. <br />Storm drain features may be field verified if necessary, to check against the existing GIS and resolve discrepancies. <br />Once the field data are confirmed, feature attribute data will be added to the database. The modified database will be <br />checked against the original database to ensure deletion of extraneous and redundant features. Conflicts between <br />the two databases will be resolved with engineering/as-built drawings and field notes collected during field verification <br />of the storm water collection system features. <br />Designated Schaaf & Wheeler senior staff will independently review deliverables and portions of the SDMP. They will <br />apply their knowledge of storm drainage hydrology and hydraulics to make sure the analyses and improvements are <br />logical and reasonable. They will also scrutinize proposed improvements for constructability and cost. <br />Schedule and Deliverables <br />In order to streamline execution, the project manager will keep City staff updated on project status and progress on <br />key work products. It is estimated it will take approximately 10 weeks to complete this scope of services. The project <br />manager will schedule and participate in regular project meetings and/or status update phone calls with the City’s <br />point of contact. Regular meetings may be supplemented with additional meetings following major project milestones, <br />such as the system performance and deficiency technical memorandum, to ensure that the team develops a study <br />that meets the City’s objectives.
