IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2023- RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE AMENDMENT NO. 1 FOR $279,820 TO CONSULTING SERVICES AGREEMENT WITH HF&H CONSULTANTS, LLC TO PROVIDE TECHNICAL ASSISTANCE WITH THE PROCUREMENT PROCESS FOR SOLID WASTE, RECYCLABLES, AND ORGANICS SERVICES CONTRACTING (PHASE 2) WHEREAS, the Franchise Agreement for Solid Waste, Recyclables, and Green Waste Services between the City of San Leandro and Alameda County Industries is set to expire on January 31, 2025; and WHEREAS, a procurement process defines the terms under which the City negotiates services with one or more contractors to ensure a smooth transition of services beyond the current franchise term; and WHEREAS, the agreement with HF&H Consultants, LLC provides technical assistance for the procurement process for future services; and WHEREAS, the second phase of the procurement process includes development of a procurement package to solicit services from prospective contractor(s), review of proposals, community engagement, and negotiation of an agreement; and WHEREAS, the City wishes to increase the consulting services agreement amount by $279,820; and WHEREAS, the City Council is familiar with the contents of the agreement; and WHEREAS, the City Manager recommends approval of said agreement. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: That said amendment to the agreement is hereby approved and execution by the City Manager is hereby authorized.
