<br /> <br />Consulting Services Agreement between City of San Leandro and Last revised: 09/18/2023 <br />HCEB for Cooling Center Exhibit A – Page 1 of 3 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />I. Definitions <br />Summer Cooling Services: provides individuals experiencing homelessness with indoor shelter on high <br />heat or poor air quality days (forecast at 90 degrees Fahrenheit or higher or 201+ Air Quality Index) during <br />the months in which high temperatures are anticipated. In addition, the Summer Cooling Center provides <br />two meals per day, shower service, and access to support including referrals to resources, and housing <br />navigation. <br /> <br />Homeless Individuals: an individual with a primary nighttime residence that is a public or private place not <br />designed for or ordinarily used as a regular sleeping accommodation for human beings, such as in a car, <br />park, tent, or abandoned building, or on a bus or train. <br /> <br />II. Services to be Provided <br />PROVIDER shall implement the Summer Cooling Center program serving homeless individuals. Under this <br />Agreement, PROVIDER will contract with the Venue, provide direct services to clients, coordinate programs <br />and activities, and operate the Summer Cooling Center. <br /> <br />The shelter will operate from 11:00 AM to 5:30 PM on days where temperatures are forecast to be 90 degrees or <br />higher or 201+ Air Quality Index. <br />At the minimum PROVIDER will ensure that the following service components will be provided: <br />a. Serve a minimum of 35 unduplicated homeless individuals per week when the Cooling Center is <br />open more than one day/week. Cooling Center capacity is 25 guests per day. <br />b. Adhere to the program core values that prioritize a housing first model, harm reduction approach, <br />trauma informed care, and cultural competency, racial equity, and inclusivity in all face ts of <br />governance, operation, management, and service provision. <br />c. Provide a welcoming, safe, sanitary, and inclusive environment for all participants and guests from <br />all walks of life, regardless of race, creed, gender identity, color, or religion. Any perso n in need: <br />men, women, LGBTQ, is welcome to receive services without judgment. <br />d. Develop a clearly defined staffing plan and reporting responsibilities to support planned activities <br />and programs. <br />e. Develop an outreach plan to inform potential clients and service providers about the program's <br />availability. <br />f. Provide the following staffing for each day of operation: <br />a. 10:00 AM – 6:00 PM <br />i. Supervisor x1 <br />ii. Shelter Staff x1 <br />iii. Service Coordinator x1 <br />g. On open days, shelter operating hours will be 11:00 AM to 5:30 PM. <br />h. On open days, from 10:00 AM to 11:00 AM, conduct cleaning and sanitizing and set up cooling <br />center arrangements prior to open hours. <br />g. Floor swept and mopped <br />h.
