Non-Professional Services Agreement between August 18,
2023
City of San Leandro and Student Conservation Association
Exhibit A Page 1 of 3
EXHIBIT A
SCOPE OF SERVICES

OVERVIEW
Student Conservation Association (SCA) will be providing 1) crew support for the tree planting
project around tree planting, watering, and care over the school year, and 2) a workforce
development program for young people interested in urban forestry and conservation. Where
timing is appropriate, SCA crews will also support outreach efforts as well.
ROLES AND RESPONSIBILITIES
City of San Leandro
The Sustainability Manager will report to CalFire as required by the grant program. They will
distribute funds to SCA upon receipt of invoices and description of work completed. They will
coordinate volunteer recruitment and management, and support SCA for workday activities. The
Sustainability Manager will be included on all communications externally and internally.
Urban Forestry Division staff will coordinate with SCA staff to determine planting site locations
and feasibility, including tree spacing and proximity to overhead lines (this pertains to City
properties and ROW only; SCA staff must contact property owners if plantings are proposed on
private property). Specific planting plans will need approval from Urban Forestry Division prior to
SCA planting. The approval must include SCA staff requesting or executing upon an
underground service alert (USA) for an underground utility check prior to digging. Water
Pollution Control Plant staff will provide access to recycled water, and Urban Forestry Division
staff will provide access to well water for SCA staff as needed for tree watering.
Student Conservation Association (SCA)
SCA will cover liability for staff and crew members. SCA will be responsible for invoicing the City
for work done.
Founded in 1957, the Student Conservation Association’s (SCA) mission is to build the next
generation of conservation leaders and inspire lifelong stewardship of the environment and
communities by engaging young people in hands-on service to the land. We build the next
generation of conservation leaders by creating equitable access to nature, providing green jobs
to youth, and teaching communities to be stewards of the environment. The SCA Urban Green
Program, a metro region-based program designed to build sustainable green spaces while
providing green jobs and pathways to underserved young people. Through Urban Green, SCA
endeavors to ensure marginalized communities in which people live, work, and play have a fair
and just opportunity to be healthy. Our Urban Green programs have a track record of positive
impact in conservation work locally – in 2023 in the Bay Area, we served over 71 members and
leaders; in the past 5 years we have improved 3,951 acres of land, enhanced 1,900 miles of
trail, planted 402 trees and 7,698 native plants, collected 21,120 data points, and taught over
200 environmental education lessons. Program outcomes are expected to contribute to similar
overall numbers in 2024.

DocuSign Envelope ID: 9687A664-9AB4-4A83-8367-44CE0611BCA1
