The right of the City to withhold payment shall be in addition to any <br />other remedies herein provided or available under applicable law, including the <br />right to terminate the contract. <br /> <br />(e) If in the opinion of the City there are repeated and/or frequent Contractor <br />deficiencies, the contract may be terminated. <br /> <br />102.2 Invoicing <br /> <br />(a) All invoices for service shall be accompanied by reports indicating actual work <br />completed, the site or location of the work, and/or actual hours worked, charged at <br />the hourly and unit rates provided by the Contractor in their bid proposal. Invoicing <br />should match the pricing proposal worksheets as much as possible. <br /> <br /> <br />102.3 Authority of Director, or designee <br /> <br />(a) The Director, or designee shall decide all questions which may arise as to the <br />quality or acceptability of materials furnished and work performed and as to the <br />manner of performance and rate of progress of the work; all questions which may <br />arise as to the interpretation of the specifications; all questions as to the acceptable <br />fulfillment of the contract on the part of the Contractor; and all questions as to <br />compensation.
