804(e) Experience of Staff <br />(a)Proposer must provide descriptions of the experience of the maintenance crew, including <br />supervisors, operators, field staff/laborers, etc. Explain the level of authority that the staff <br />exercises regarding making decisions in the field. Provide a list of all key staff members <br />with experience that will be available for these services (supervisors, cre w leaders, <br />specialists, operators, and crew) AND attach a one (1) page resume for each key staff <br />member presented for these services. Resumes should address any qualifications required, <br />per the Scope of Work and the Technical Specifications. <br />805 Addenda <br />(a)The Director, or designee may, when deemed necessary, and at a time prior to the closing <br />date and time, issue addenda to the Specifications to amend, clarify or correct matter <br />contained therein. <br />(b)Such addenda shall constitute a part of said Specif ications and shall be equally binding <br />with them. <br />(c)Addenda will be forwarded to all prospective Bidders, insofar as they are known to the <br />Director, or designee, as well as posted to the City’s website. <br />806 Proposal Withdrawal <br />(a)Proposers submitting a Proposal may make a written request to the Purchasing Technician <br />, or designee prior to the closing period to amend a Proposal without penalty. <br />(b)Proposals cannot be amended after the acceptance date and time even if the amendment <br />does not affect the quality, quantity or delivery of services. <br />(c)A proposal presented to the City of San Leandro may be withdrawn prior to the closing <br />date and time. A written request for withdrawal made to the Purchasing Technician, or <br />designee and signed by the Proposer will be accepted up to the closing date and time. Once <br />withdrawn, the proposal cannot be resubmitted. A Proposer who has withdrawn their <br />Proposal may not work as a subcontractor for the Contractor awarded the contract. <br /> 807 Relief of Proposer <br />(a)If the Proposer claims a mistake was made in his proposal, the Proposer shall give the <br />City written notice within five (5) days after the closing date and time of the acceptance <br />of the alleged mistake, specifying in the notice in detail how the mistake occurred. <br />808 Rejection of Proposals <br />(a)Proposals may be rejected if they show any alteration of form, additions not called for, <br />conditions to the specification, incomplete forms and/or content, erasures, or irregularities <br />of any kind. <br />(b)The City reserves the right to reject any or all Proposals for improper form upon finding <br />the Proposer to be irresponsible or incompetent, collusion, inability to perform the contract, <br />lack of or poor response from references, or any other reason found to be detrimental to <br />the City's interest or welfare. <br />(c)Neither the City nor the Director, or designee shall be deemed responsible for any oral <br />clarification, nor will it be binding. <br />Exhibit A <br />Page 49 of 55 <br />DocuSign Envelope ID: FBE0D324-5B4D-413D-B3D7-9F9F4584939A
