<br />Consulting Services Agreement between City of San Leandro and Last revised: 10/25/2023 <br />Pear Street for Age-Friendly Assessment and Action Plan Exhibit A – Page 1 of 2 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br /> <br />Pear Street Consulting will work with the City of San Leandro to <br />develop an Age-Friendly Assessment and Action Plan that will align Senior Commission, City staff, and <br />community members around a clear set of priorities, funding allocations, policies and projects, and ensure <br />administrators and service providers have the tools to be accountable to meeting community needs. <br /> <br />Methodology Summary <br />Pear Street will employ a human-centered design throughout all of the work with clients, lending rigor to the <br />strategic planning process while resulting in widely-endorsed outcomes. This people-first approach of <br />gathering regular input from key stakeholders throughout the process not only will produce more <br />meaningful and broadly-supported plans, it also will build trust, engender ownership, and lays the <br />groundwork for ongoing collaboration. In addition to validating the plan through internal and external <br />engagement, the Action Plan framework integrates priorities, metrics, and monitoring. The assessment and <br />planning process incorporates the following methodologies: <br /> <br />A thorough discovery phase that focuses on understanding the unique social, economic and public health <br />context for residents in San Leandro and its neighborhoods, as well as ensuring Action Plan alignment with <br />existing City plans and initiatives. Methodologies include 1) a review of existing local literature (including <br />the City’s Community Asset Inventory, stakeholder lists, and survey results); 2) an analysis of local data <br />sources and current American Community Survey (ACS) data; 3) interviews with key stakeholders; and 4) <br />drafting a comprehensive community engagement plan by January 12, 2024 that synthesizes the <br />discovery data into an actionable process for meaningfully engaging key stakeholders. <br /> <br />A thoughtful community engagement phase is essential for an effective Action Plan. <br />Methodologies include 1) a multi-pronged marketing and stakeholder recruitment process to ensure that <br />representative voices, especially those of elders, people with disabilities, communities of color and other <br />underrepresented community members, meaningfully participate in the planning and decision-making <br />process;2) up to eight (8) listening sessions and/or focus groups to assess community needs and priorities <br />across AARP’s 8 Domains of Livability; and 3) up to six (6) domain-specific surveys (in English, Simplified <br />Chinese, and Spanish) to reach a broader community audience. Listening sessions are composed of <br />cross-sections of stakeholder groups, such as community members, elected officials, City department staff, <br />nonprofit staff, and others, to encourage relationship building and community learning. <br />Pear Street will analyze and synthesize data collected from the community engagement process to form <br />the foundation of the Action Plan. Through collaborative meaning-making with City staff and the Senior <br />Commission, Pear Street will validate findings and iteratively refine a working draft of the Plan by June 7, <br />2024 so Pear Street can present it to City staff, the Senior Commission, and community stakeholders in <br />June 2024. Based on final feedback from key stakeholders, Pear Street will present a final version of the <br />Action Plan (with a comprehensive assessment), for submission to AARP, by June 30, 2024. <br /> <br />Methods of Management, Quality Control, and Coordination <br />Delivering a final Action Plan by June 30, 2024 represents an important milestone in San Leandro’s journey <br />to becoming an Age-Friendly city.
