IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2023-018 <br />Resolution of the City of San Leandro City Council Expressing the City Council's Opposition to the East <br />Bay Municipal Utility District's "Quarry Site Restoration Project" and Authorizing the City Manager to <br />Take any Subsequent Actions Necessary to Effectuate Opposition to the Project <br />WHEREAS, the East Bay Municipal Utility District (EBMUD) filed an application for a <br />conditional use permit with the County of Alameda for a project, known as the "Quarry Site <br />Restoration Project", which would result in the deposit of significant volumes of soil extracted from <br />pipeline repair and construction work into the quarry site located at 13575 Lake Chabot Road; and <br />WHERAS, based on information available to the public, significant volumes of heavily loaded <br />trucks carrying such soils would need to travel through various parts of San Leandro to carry out the <br />project, resulting in substantive negative impacts to the community; and <br />WHEREAS, among the various roads within the City of San Leandro that would be negatively <br />impacted by the project, potential impacts to Lake Chabot Road would be particularly acute, due to <br />potential dangers to the thousands of pedestrians, hikers, bicyclists, and vehicle operators who <br />regularly travel along this road on a regular basis; and <br />WHEREAS, Lake Chabot Road is already a relatively narrow road, the widening of which could <br />not be feasibly achieved due to numerous sharp curves, immediately adjacent steep slopes, and <br />ongoing issues related to erosion and landslides; and <br />WHEREAS, the proposed truck route that is associated with EBMUD's proposed project <br />would cross five of the six streets available for residents of San Leandro's Bay-O-Vista neighborhood <br />to enter and exit the community, making public ingress and egress from the area more difficult and <br />dangerous, particularly during emergencies or natural disasters; and <br />WHEREAS, rather than disbursing truck traffic throughout EBMUD's jurisdiction, the proposed <br />project would concentrate truck and construction -related vehicular traffic along portions of Interstates <br />880, 238 and 580 as well as on busy surface streets throughout the City of San Leandro. Many areas <br />along the 880, 238, 580 interstate junctures are economically disadvantaged and San Leandro has <br />designated the 880 corridor through its city as an environmental justice corridor; and <br />WHEREAS, the proposed project has engendered significant and organized opposition from <br />numerous segments of the San Leandro community, including the Coalition to Save Lake Chabot <br />Road, as well as local elected officials from throughout the East Bay region; and <br />WHEREAS, the City of San Leandro City Council Facilities and Transportation Committee <br />voted unanimously to oppose the proposed project; and <br />WHEREAS, although EBMUD's General Manager has publicly expressed the agency's intent to <br />
