City of San Leandro <br />City Council <br />Meeting Date: November 6, 2023 <br />Agenda Number: 5.a. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 23-493 <br />File Type: Staff Report <br />Adopt a Resolution to Accept the Packard Foundation Stay & Play Grant and Authorize the City Manager <br />to Execute All Documents Related to the Grant and Expend the Funds Awarded in the Amount of $4,500 <br />to Fund a Series of Stay and Play Programs Provided by Library Staff for Families, Friends, Neighbors, <br />and Caregivers of Youth Ages 0-5 <br />COUNCIL PRIORITY <br />·Community Engagement and Outreach <br />·Race and Equity Initiatives <br />SUMMARY <br />The Library has been selected to join Stay & Play, a project that supports outreach and <br />programming for informal caregivers and the children in their care. With this grant funding ending <br />June 30, 2023, the Library would receive $4,500 toward program expenses including purchasing <br />materials and food to host two sessions of Stay & Play in Spring 2024. In addition to the program <br />funds, Library staff receives training in foundations of early learning, kindergarten readiness, and <br />family engagement. The result of these activities will be to increase kindergarten readiness <br />opportunities for children not in licensed childcare, increase access for children 0-5 years old to <br />developmental services, and increase knowledge and access to resources for their informal <br />caregivers. <br />As part of the Stay & Play funding, a team of 2-3 library staff will commit to attend professional <br />development trainings; plan and develop a Stay & Play program and conduct outreach to informal <br />caregivers; hold two, 6-8 week Stay & Play program series and measure program outcomes; and <br />participate in Stay & Play community of practice discussions. <br />RECOMMENDATIONS <br />Staff recommends the City Council adopt a resolution to accept the Packard Foundation Stay & <br />Play grant, administered by Califa, for FY 2023-2024, whereby the Library would receive $4,500 <br />for early childhood learning services rendered to the community. Staff further recommends the <br />City Council authorize the City Manager to execute all documents and appropriate the funds. <br />BACKGROUND <br />Stay & Play is a library service model that positions libraries to support and engage informal <br />caregivers and the children in their care. Stay & Play includes programming designed specifically <br />for informal caregivers, helping them learn, develop relationships, and build connections to their <br />library and community resources. <br />The Stay & Play grant is funded by the Packard Foundation, who work with people and <br />Page 1 City of San Leandro Printed on 11/1/2023
