Environmental Checklist <br />Greenhouse Gas Emissions <br /> <br />Draft Initial Study – Mitigated Negative Declaration 77 <br />San Leandro CAP Measure Project Consistency <br />Reducing Auto Dependency (AD) <br />AD-1: Traffic calming. Continue to provide the Neighborhood <br />Traffic Calming Program and related efforts to reduce travel <br />speeds and cut through traffic in residential areas. <br />Consistent. The proposed project would not include a <br />roadway that could be used to cut through residential <br />neighborhoods and would facilitate travel to the <br />proposed project driveways. <br />AD-2: Transit-oriented development. Continue to <br />concentrate multi-family development and pedestrian- <br />oriented mixed-use development within existing [Transit <br />Oriented Development] TOD areas and along major transit <br />corridors. <br />Not Applicable. The proposed project is not a multi- <br />family development or pedestrian-oriented mixed-use <br />development. <br />AD-3: Infill development. Focus new housing development <br />on underutilized or vacant infill sites on flatter lands and <br />continue to discourage new development in hillside areas. <br />Not Applicable. The proposed project include the <br />development of a new light industrial warehouse and <br />would not include residential uses. <br />AD-4: Evaluate parking standards. Evaluate parking <br />standards and continue to support shared parking and other <br />efforts to ensure the availability of necessary parking while <br />reducing vehicle miles traveled. <br />Consistent. The proposed project would provide parking <br />consistent with development standards contained in the <br />SLMC. <br />Active and Alternative Transportation (AT) <br />AT-1: Transportation Demand Management (TDM). Require <br />local employers above a certain number of employees to <br />develop programs that promote ride sharing, flextime, <br />telecommuting, and other means to reduce commute trips <br />and congestion, and target 10 percent mode shift. <br />Consistent. Although the number of employees that <br />would be employed by the proposed project is <br />unknown at the time of preparation of this report, the <br />proposed project would comply with any City TDM <br />programs should they apply. In addition, the CAP does <br />not provide a numerical number of employees where <br />a TDM program would be applicable. <br />AT-2: Bicycle infrastructure. Expand San Leandro’s bicycle <br />network and supportive bicycle infrastructure, including <br />funding buildout of the City’s bicycle network as identified in <br />the current Bicycle and Pedestrian Master Plan, to meet <br />commute trip, non-commute trip, and recreational needs. <br />Consistent. The proposed project would not inhibit the <br />expansion of the City’s bicycle network, because it <br />would be consistent with existing Building Codes and <br />would not prevent the installation of bicycle lanes or <br />infrastructure adjacent to the project site. Additionally, <br />the project would include 14 bicycle parking spaces. <br />AT-3: Active transportation and micro-mobility. Commit to <br />implementing bikeshare, scooters, and micro-mobility <br />options, and accompanying creative payment options, such <br />as accepting cash deposits for access. <br />AT-4: Walkability. Improve walkability of all streets and <br />paths in San Leandro, including removing barriers to walking <br />and adding places of rest and shade. <br />Prioritize new infrastructure and modernized curb ramps in <br />majority people of color census tracts and near assisted living <br />facilities and senior centers. <br />AT-5: Public transit. Work collaboratively with AC Transit and <br />BART for abundant, affordable, and accessible public transit <br />through improved service frequency, coverage, and quality <br />throughout San Leandro. Support efforts to increase <br />schedule integration. <br />AT-6: BART shuttles. Continue LINK and FLEX shuttle bus <br />services connecting BART stations and other major activity <br />centers, including efforts to improve shuttle efficiency and <br />comprehensiveness. <br />Not Applicable. These CAP measures would be the <br />responsibility of the City of San Leandro to implement , <br />rather than individual development projects.
