Incentivize significant building <br />retrofits with fewer or no natural gas appliances to reduce <br />pollution and increase cost savings. <br />Not applicable. The proposed project would include <br />the development of a new light industrial warehouse <br />and would not retrofit existing buildings. <br />BE-2: Electrified new construction. Commit to developing a <br />reach code limiting natural gas use in new construction, or <br />as directed by the State or regional agencies. <br />Consistent. The City of San Leandro has adopted a reach <br />code limiting natural gas use in new construction, and <br />the project would not include natural gas infrastructure. <br />Residential Energy Efficiency (RF) <br />RF-1: Increase education and outreach for existing energy <br />efficiency financing mechanisms, including the Program for <br />All-Inclusive Elder Care (PACE) programs and utility <br />programs. Create new financing programs, such as a <br />revolving loan program. <br />RF-2: Prioritize City-funded energy retrofit programs in <br />majority people of color census tracts or high energy cost <br />burdened households. <br />RF-3: Homeowner energy retrofits. The project site is located in the East Bay <br />Community Energy service area and tenants would be <br />able to register for this electricity provider. <br />RE-2: Residential owner-occupied renewable energy Promote <br />greater adoption of renewable energy generation and <br />energy storage systems on owner- occupied new and <br />existing homes. Leverage existing solar financing, tax, and <br />rebate opportunities, and consider new financial incentives <br />as needed. <br />Not Applicable.
