Substantially damage scenic resources, <br />including but not limited to, trees, rock <br />outcroppings, and historic buildings <br />within a state scenic highway? □ □ □ ■ <br />c. Substantially degrade the existing visual <br />character or quality of public views of the <br />site and its surroundings? (Public views <br />are those that are experienced from a <br />publicly accessible vantage point). If the <br />project is in an urbanized area, would the <br />project conflict with applicable zoning <br />and other regulations governing scenic <br />quality? □ □ ■ □ <br />d. Create a new source of substantial light <br />or glare that would adversely affect <br />daytime or nighttime views in the area? □ □ ■ □ <br />Setting <br />The site is currently vacant but mostly paved. Surrounding land uses include commercial and light <br />industrial structures of one to two stories and outdoor storage of materials. The surrounding <br />landscape includes street trees, landscaped areas around commercial and industrial development, <br />and ruderal vegetation. <br />The nearest officially designated or eligible State Scenic Highway is Interstate 580 (I-580), which is <br />officially designated as a State Scenic Highway north of San Leandro Creek and eligible for <br />designation south of San Leandro Creek (California Department of Transportation [Caltrans] 2018). <br />The project site is approximately 1.75 miles southeast of the officially designated portion and <br />approximately 1 mile east of the eligible portion at their closest points.
