City of San Leandro <br />14143-14273 Washington Avenue Warehouse Project <br /> <br />16 <br />Regulatory Setting <br />San Leandro 2035 General Plan <br />The following Land Use Element policy of the San Leandro 2035 General Plan describes the intended <br />aesthetic vision for the Washington corridor. <br />LAND USE ELEMENT <br />Policy LU-8.5: Maintain areas in the City that are appropriate for lumberyards, construction <br />suppliers, automotive repair shops, and other commercial uses that are industrial in <br />character or that are typically located in industrial areas. While development <br />standards in these areas should respect the operational characteristics of these <br />uses, they should still promote aesthetic improvements, adequate buffering for <br />nearby uses, traffic safety, and a more positive visual image. <br />San Leandro Zoning Code <br />While the project site is currently zoned as Commercial Community, Assembly Use Overlay, the <br />project would involve rezoning the site to Industrial General. San Leandro Zoning Code (SLZC) <br />establishes use and development regulations for industrial districts. These regulations are <br />summarized below in Table 3. <br />Table 3 Industrial General Development Regulations <br />Feature Requirement <br />Minimum Lot Area 5,000 square feet <br />Minimum Lot Width 50 feet <br />Minimum Setback 20 feet (required for structures over 40 feet in height) <br />Maximum Height Up to 50 feet with approval by the Zoning Enforcement Official <br />Maximum Lot Coverage 75%, Floor Area Ratio (FAR) of 1.0 <br />Minimum Site Landscaping 5% <br />The following section of SLZC would also be applicable to the project. <br />Section 4.08.156 Lighting. Outdoor lighting in a landscaped parking area shall not employ a light <br />source higher than 12 feet. Outdoor parking area lighting shall create no cone <br />of direct illumination greater than 60 degrees from a light source higher than <br />six feet and shall not directly shine onto an adjacent street. Maximum <br />illumination at ground level shall be three foot candles and shall not exceed <br />one-half foot candles in an R district.
