Provide adequate and safe separation between <br />areas where hazardous materials are present and sensitive uses such as schools, <br />residences, and public facilities. Zoning and other development regulations should <br />include performance standards to avoid safety hazards and achieve compatibility <br />between uses. <br />Policy LU-10.2: Off-Site Impacts. Consider the setting and context of each site when evaluating <br />proposals for development in industrial areas. The potential for impacts on adjacent <br />uses, including the potential for land use conflicts and increased parking demand <br />and truck traffic, should be a key consideration. <br />Significance Thresholds <br />The BAAQMD has adopted guidelines for quantifying and determining the significance of air quality <br />emissions in its California Environmental Quality Act Air Quality Guidelines (BAAQMD 2022). <br />BAAQMD recommends that lead agencies determine appropriate air quality emissions thresholds of <br />significance based on substantial evidence in the record. BAAQMD’s significance thresholds in the <br />updated 2022 CEQA Air Quality Guidelines for project operations within the SFBAAB are the most <br />appropriate thresholds for use in determining air quality impacts of the project. BAAQMD <br />developed screening criteria to provide lead agencies and project applicants with a conservative <br />indication of whether a project could result in potentially significant air quality impacts. <br />Table 7 presents the significance thresholds for construction and operational-related criteria air <br />pollutant and precursor emissions used for the purposes of this analysis. These represent the levels <br />at which a project’s individual emissions of criteria air pollutants or precursors would result in a <br />cumulatively considerable contribution to the SFBAAB existing air quality conditions. Applicable rules and <br />regulations are listed below. Additionally, BAAQMD does not have quantitative thresholds for <br />fugitive dust emissions during construction. Instead, BAAQMD recommends Best Management <br />Practices (BMPs) be implemented to reduce fugitive dust emissions, which are also listed below.
