Disturb any human remains, including <br />those interred outside of dedicated <br />cemeteries? □ □ ■ □ <br />FirstCarbon Solutions prepared a Phase I Cultural Resources Assessment for the proposed project in <br />July 2022, which was peer reviewed by Rincon Consultants in September 2022. A revised Phase I <br />Cultural Resources Assessment was prepared in January 2023. The revised report and the peer <br />review memorandum are included in Appendix CR. <br />This section provides an analysis of the project’s impacts on cultural resources, including historical <br />and archaeological resources, as well as human remains. CEQA requires a lead agency to determine <br />whether a project may have a significant effect on historical resources (Public Resources Code [PRC], <br />Section 21084.1). A historical resource is a resource listed in, or determined to be eligible for listing <br />in, the California Register of Historical Resources (CRHR); a resource included in a local register of <br />historical resources; or any object, building, structure, site, area, place, record, or manuscript a lead <br />agency determines to be historically significant (CEQA Guidelines, Section 15064.5[a] [1-3]). <br />A resource is considered historically significant in the California Register of Historical Resources if it: <br />1. Is associated with events that have made a significant contribution to the broad patterns of <br />California’s history and cultural heritage; <br />2. Is associated with the lives of persons important in our past; <br />3. Embodies the distinctive characteristics of a type, period, region, or method of construction, or <br />represents the work of an important creative individual, or possesses high artistic values; or <br />4. Has yielded, or may be likely to yield, information important in prehistory or history. <br />In addition, if it can be demonstrated that a project would cause damage to a unique archaeological <br />resource, the lead agency may require reasonable efforts be made to permit any or all of these <br />resources to be preserved in place or left in an undisturbed state. To the extent that resources <br />cannot be left undisturbed, mitigation measures are required (PRC, Section 21083.2[a], [b]).
