City of San Leandro <br />14143-14273 Washington Avenue Warehouse Project <br /> <br />50 <br />PRC, Section 21083.2(g) defines a unique archaeological resource as an archaeological artifact, <br />object, or site about which it can be clearly demonstrated that, without merely adding to the <br />current body of knowledge, there is a high probability that it: <br />1. Contains information needed to answer important scientific research questions and that there is <br />a demonstrable public interest in that information; <br />2. Has a special and particular quality such as being the oldest of its type or the best available <br />example of its type; or <br />3. Is directly associated with a scientifically recognized important prehistoric or historic event or <br />person. <br />Methodology <br />FirstCarbon Solutions conducted a records search at the Northwest Information Center (NWIC) at <br />Sonoma State University on May 4, 2022, for the project site and 0.5 radius beyond the project <br />boundaries. This records search included a search of the National Register of Historic Places (NRHP), <br />the California Register of Historical Resources (CRHR) the California Historical Landmarks list, the <br />California Points of Historical Interest list, and the California Built Environment Resource Directory <br />for Alameda County. <br />FirstCarbon Solutions sent a Sacred Lands File (SLF) search request to the native American Heritage <br />Commission (NAHC) on April 27, 2022. A response was received on May 29, 2022, indicating that the <br />SLF search was negative. The NAHC included a list of the following tribes that may have knowledge <br />of tribal cultural resources: <br />▪ Amah Mutsun Tribal Band of Mission San Juan <br />Bautista <br />▪ Costanoan Rumsen Carmel Tribe <br />▪ Indian Canyon Mutsun Band of Costanoan <br />▪ Muwekma Ohlone Indian Tribe of the San <br />Francisco Bay Area <br />▪ The Ohlone Indian Tribe <br />▪ Wuksache Indian Tribe/Eshom Valley <br />Band <br />▪ The Confederated Villages of Lisjan <br />Nation <br />▪ North Valley Yokuts Tribe <br />The City of San Leandro sent tribal consultation request letters to all provided tribal contacts on <br />June 7, 2022. One response was received from the Confederated Villages of Lisjan Nation, which <br />stated the tribe had no further information or comments regarding the proposed project. No other <br />tribal consultation responses were received. <br />On May 13, 2022, FirstCarbon Solutions archaeologists surveyed the project site to identify <br />unrecorded cultural resources within the project site. The archaeologists surveyed the site in <br />transects spaced at 15-meter intervals when possible. Existing structures within the project site <br />were also evaluated for eligibility for the NRHP and CRHR.
