Environmental Checklist <br />Cultural Resources <br /> <br />Draft Initial Study – Mitigated Negative Declaration 51 <br />Impact Analysis <br />a. Would the project cause a substantial adverse change in the significance of a historical resource <br />pursuant to §15064.5? <br />FirstCarbon Solutions completed a review of historical topographic maps and aerial imagery to <br />ascertain the development history of the project site. Historical topographic maps from 1946 to <br />2018 indicate that the garage and vehicle repair facility that previously occupied the site was built <br />between 1968 and 1980, and that residences located at 14123, 14173, and 14193 Washington <br />Avenue were constructed after 1980 (Appendix E). <br />The six structures within the project site appeared to be over 45 years in age and had not been <br />previously evaluated for their historical significance. These structures included the garage and <br />vehicle repair facility buildings and single-family residences. However, these structures were <br />destroyed by structural fires. Accordingly, the properties are not eligible for inclusion in the CRHR or <br />NRHP as they are no longer able to convey historical integrity. No additional prehistoric or historic <br />resources were found within the project site (Appendix CR). Therefore, no built environment <br />resources are present that may be impacted by the project. There would be no impact to built <br />environment resources on the project site. <br />NO IMPACT <br />b. Would the project cause a substantial adverse change in the significance of an archaeological <br />resource pursuant to §15064.5? <br />The NWIC records search identified 14 cultural resources studies conducted within a 0.5-mile radius <br />of the project site, none of which evaluated portions of the project site. The NWIC search identified <br />one previously recorded cultural resource within a 0.5-mile radius of the project site, which did not <br />occur within the project site (Appendix E). <br />The project site has been disturbed by development and demolition since approximately 1968. <br />Additionally, substantial development surrounds the project site in all directions. The pedestrian <br />survey conducted in May 2022 found evidence of previous disturbance and development, including <br />subsurface sewer and water utility access points. No prehistoric or historic-period archaeological or <br />built environment resources were identified during the efforts; therefore, it was concluded that no <br />resources would be affected by the project (Appendix E). <br />As the SLF search was returned with negative results, and no prehistoric resources were identified <br />within the project site, the project site is considered to have low archaeological sensitivity. <br />However, it is always possible that unanticipated archaeological deposits and/or human remains <br />could be encountered and damaged during ground-disturbing activities, especially if those activities <br />would occur in less-disturbed areas. Implementation of Mitigation Measure CR-1 would be required. <br />Mitigation Measures <br />CR-1 Unanticipated Discovery of Cultural Resources <br />In the event that archaeological resources are unexpectedly encountered during ground-disturbing <br />activities, work within 50 feet of the find shall halt and an archaeologist meeting the Secretary of <br />the Interior’s Professional Qualifications Standards for archaeology (National Park Service 1983) <br />shall be contacted immediately to evaluate the find. If the resource is determined by the qualified <br />archaeologist to be prehistoric, then a Native American representative shall also be contacted to
