Promote the efficient use of <br />energy and the increased use of renewable energy <br />by San Leandro residents and businesses. <br />Policy OSC-8.2: Planning and Building Practices. <br />Encourage construction, landscaping, and site <br />planning practices that minimize heating and cooling <br />costs and ensure that energy is efficiently used. Local <br />building codes and other City regulations and <br />procedures should meet or exceed state and federal <br />standards for energy conservation and efficiency and <br />support the City’s greenhouse gas reduction goals. <br />Consistent. The project would be required to comply with <br />SLMC Chapter 7.5.7, which mandates the implementation of <br />Title 24. The project would be required to use efficient lighting <br />and appliances. EBCE and PG&E supply electricity in the city <br />and they are required to generate electricity that would <br />increase renewable energy resources to 60 percent by 2030 <br />and 100 percent by 2045. EBCE already has an option with 100 <br />percent renewable energy sources, which is the default option <br />for businesses and residences. Because EBCE and PG&E would <br />provide electricity service to the project site, the project would <br />be consistent with the general plan’s goals and policies <br />regarding energy efficiency and renewable energy mix. <br />Climate Action Plan Measures <br />Measure RE-1: Encourage San Leandro households <br />and businesses to switch from PG&E electricity <br />supplies to East Bay Community Energy, and commit <br />to defaulting to Renewable 100 tier for 100-percent <br />renewable energy. <br />Consistent. EBCE and PG&E supply electricity in the City and <br />they are required to generate electricity that would increase <br />renewable energy resources to 60 percent by 2030 and 100 <br />percent by 2045. EBCE already has an option for residents to <br />source 100 percent renewable energy. Because PCE and PG&E <br />would provide electricity service to the project site, the project <br />would not conflict with or obstruct implementation of the <br />City’s CAP. <br />The project would be required to comply with SLMC <br />Chapter 7.5.7, which mandates the implementation of Title 24. <br />Therefore, the project would not conflict with or obstruct <br />implementation of the Title 24 standards. <br />Source: City of San Leandro 2016a, 2021 <br />As shown in Table 15 and Table 16, The project would be consistent with State plans and the City’s <br />adopted energy conservation and efficiency strategies contained in the 2035 General Plan, SLMC, <br />and the City’s CAP. Therefore, impacts would be less than significant. <br />LESS-THAN-SIGNIFICANT IMPACT
