IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2023- <br /> <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE CALRECYCLE <br />GRANT APPLICATIONS FOR ALL INDIVIDUAL GRANTS FOR WHICH THE CITY OF SAN LEANDRO <br />IS ELIGIBLE; AND TO AUTHORIZE THE CITY MANAGER OR HER DESIGNEE TO EXECUTE ALL <br />DOCUMENTS PERTAINING TO THIS RESOLUTION AND THE ADMINISTRATION OF THE <br />GRANT AWARDS <br /> <br />WHEREAS, Public Resources Code section 48000 et seq., 14581, and 42023.l(g), <br />authorizes the Department of Resources Recycling and Recovery (CalRecycle) to administer <br />various grant and payment programs in furtherance of the State of California's (State) efforts to <br />reduce, recycle, and reuse solid waste generated in the State thereby preserving landfill <br />capacity and protecting public health and safety and the environment; and <br /> <br />WHEREAS, in furtherance of this authority, CalRecycle is required to establish <br />procedures governing the administration of its payment programs; and administration of the <br />application, awarding, and management of its grant programs; and <br /> <br />WHEREAS, CalRecycle's procedures for administering payment and grant programs <br />require, among other things, an applicant's governing body to declare by resolution certain <br />authorizations related to the administration of the payment and grant program; and <br /> <br />WHEREAS, the City Council is familiar with the terms of the applications; and <br /> <br />WHEREAS, the City Manager recommends approval of said applications. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />1. That the City of San Leandro is authorized to submit all applications to CalRecycle <br />for any and all grant and payment programs offered for which the City is eligible; <br />and <br /> <br />2. That the City Manager or her designee is hereby authorized to execute in the <br />name of the City of San Leandro all documents, including but not limited to, <br />applications, agreements, amendments and requests for payment, necessary to <br />secure funds and implement the approved grant or payment project; and <br /> <br />3. That the terms of the application and any subsequent grant documentation will <br />be memorialized in writing by the City Manager, subject to approval as to form <br />by the City Attorney; and <br /> <br />4. Be it further resolved that these authorizations are effective for five years from <br />the date of adoption. <br /> <br /> <br /> <br /> DRAFT
