EXHIBIT C - MITIGATION MONITORING PROGRAM <br />June 2023 C-2 SF Bay Fiber Optic Cables Project <br /> <br /> <br /> <br />1 Along with CSLC staff, the environmental monitor(s) are responsible for: <br /> <br />2  Confirming the Applicant has completed all necessary agency reviews <br />3 and received all necessary approvals to perform the Project <br />4  Coordinating with the Applicant to integrate the MM procedures during <br />5 Project implementation <br />6  Confirming that the MMP is followed <br /> <br />7 If the Applicant or their contractors requested changes from the procedures in <br />8 this MMP, the environmental monitor will immediately relay those requests to <br />9 CSLC staff or its designee and will not allow the requested changes until CSLC <br />10 staff or its designee approve them. <br /> <br />11 Workforce Personnel. Implementing the MMP requires the full cooperation of <br />12 Project personnel and supervisors. Many of the MMs require action from site <br />13 supervisors and their crews. To facilitate successful implementation, relevant <br />14 mitigation procedures shall be written into contracts between the Applicant <br />15 and any contractors. <br /> <br />16 General Reporting Procedures. CSLC staff or its designated environmental <br />17 monitor will develop a monitoring process to track all procedures required for <br />18 each MM and will confirm that the timing specified for the procedures is <br />19 followed. The environmental monitor shall note any noncompliance or <br />20 discrepancies and take appropriate action to resolve them. Once the Project is <br />21 complete, copies of all logs will be submitted to CSLC staff. <br /> <br />22 Public Access to Records. Records and reports are public and will be provided <br />23 upon request. <br /> <br />24 1.4 MITIGATION MONITORING PLAN <br /> <br />25 The MMP contains MMs reducing or avoiding potentially significant impacts to <br />26 Air Quality; Biological Resources; Cultural Resources; Cultural Resources – Tribal; <br />27 Greenhouse Gas Emissions; Hazards and Hazardous Materials; Hydrology and <br />28 Water Quality; Noise; Recreation; Transportation; and Commercial and <br />29 Recreational Fishing. Project activities were found to have less than significant or <br />30 no impacts to all other environmental resource areas; therefore, they are not <br />31 included.
