EXHIBIT C - MITIGATION MONITORING PROGRAM <br />June 2023 C-4 SF Bay Fiber Optic Cables Project <br /> <br /> <br /> <br />1 Substitute gasoline-powered in place of diesel-powered equipment, <br />2 where feasible. <br />3 Use alternatively fueled construction equipment on-site where feasible, <br />4 such as compressed natural gas (CNG), liquefied natural gas (LNG), <br />5 propane, or biodiesel. <br /> <br />6 Location: Terrestrial Project areas <br />7 Monitoring/Reporting Action: Contract specifications <br />8 Effectiveness Criteria: Reducing construction-related emissions <br />9 Responsible Party: Applicant <br />10 Timing: During construction <br /> <br />11 <br /> <br />12 MM AIR-3: Minimize Fugitive Dust. Minimize fugitive dust during construction by <br />13 implementing the following measures: <br /> <br />14 Reduce the amount of disturbed area where possible. <br />15 Use water trucks / construction trailers or sprinkler systems in dry weather in <br />16 sufficient quantity to prevent airborne dust from leaving the site. <br />17 Implement dust control measures as soon as possible following completion <br />18 of any soil-disturbing activities. <br />19 Establish a policy that vehicle speed for all construction vehicles is not to <br />20 exceed 15 miles per hour (24 kilometers per hour) on any unpaved <br />21 surface. <br />22 Water all active construction areas (including storage piles) as needed to <br />23 suppress dust.
