Background) <br /> <br />Task 4 Deliverables <br />• Administrative Strategy Report and/or Technical Memoranda <br />• Final Strategy Reports and/or Memoranda <br />• Executive Summary & Presentation: Development Plan Strategies <br /> <br />TASK 5 MULTIMODAL CIRCULATION and PARKING MANAGEMENT <br /> <br />To develop the best feasible Development Plan, consultants should take advantage of a <br />combined planning and environmental review project to streamline and integrate <br />transportation impact analysis, access planning, transportation demand management (TDM), <br />and BART ridership forecasting. All activities under this task should seek to maximize non- <br />single-occupancy vehicle access to the Sub Area, increase BART & bus ridership, and minimize <br />impacts to the surrounding community. All plan alternatives should be modeled to inform the <br />selection of a Preferred Plan, and once a preferred plan is selected, the modeling should be <br />refined for environmental review. Consultant is encouraged to propose a process that <br />incorporates the below scope in the most efficient and effective manner. <br /> <br />Access Scenarios <br />Consultant shall prepare transportation access scenarios that identify circulation, curb <br />management, BART replacement parking amounts, BART bus intermodal configuration, <br />transportation access improvements, and vehicle and bike parking levels and locations <br />necessary to serve Subdistrict 1. The scenarios should address and include a complete streets <br />network, reconfigured bus intermodal facilities, proposed locations for Estudillo Channel <br />crossings, on-street parking and loading capacity, bike parking strategy and Bay Fair BART <br />customer replacement parking. These scenarios should be integrated into the Development <br />Plan alternatives development, and the pros and cons of each access scenario should be <br />incorporated into the Alternatives Analysis Report. <br />• Multi-Modal Network Concept, Street Typologies, Details, and Sections
