City of San Leandro <br />City Council <br />Meeting Date: March 18, 2024 <br />Agenda Number: 5.i. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 24-002 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Adopt the Emergency Operations Plan <br />SUMMARY AND RECOMMENDATION <br />Staff recommends the City Council adopt by resolution the Emergency Operations Plan. <br />BACKGROUND <br />The City of San Leandro Emergency Operations Plan (EOP) is a foundational document for <br />emergency management for City staff, key partners, and the community. The City Manager’s <br />Office is responsible for the review, revision, management, and distribution <br />of the EOP. <br />DISCUSSION <br />The City of San Leandro is currently covered by an operational area Emergency Operations Plan <br />(EOP) with Alameda County. This plan details how the cities within Alameda County will work <br />together during an emergency. In 2022, the City of San Leandro engaged Tamarack Consulting <br />to develop a City-specific emergency operations plan with a working group of City staff and <br />community organizations. The community organizations included partners from the Resilience <br />Hubs and other local non-profits and businesses. In November 2023, the plan was socialized to <br />team members and staff were trained in two training sessions on how to use the plan. In <br />December 2023, work was completed to share the plan with the California Office of Emergency <br />Services (CALOES) and other government partners. <br />The City’s emergency planning team also sought to include current best management practices in <br />the format of the new EOP, including keeping the plan as concise as possible to comport with the <br />Federal Emergency Management Agency (FEMA) comprehensive preparedness guidance, and <br />to follow the State of California Office of Emergency Services EOP crosswalk. <br />Adopting the resolution will approve the San Leandro Emergency Operations Plan (EOP) dated <br />January 2024 and authorize the City Manager's Office to forward a City Council approved copy of <br />the EOP to CAL-OES, and to implement future non-substantive revisions to the San Leandro <br />EOP. <br />The City is required by CALOES and FEMA to revise the EOP at least every three years, unless <br />formally altered by extension. The EOP is flexible enough for use in all emergencies and includes <br />various situations and assumptions; four phases of emergency management; concept of <br />operations; communications; and organization and assignment of responsibilities according to <br />the Standardized Emergency Management System and the Incident Command System (ICS). <br />Page 1 City of San Leandro Printed on 3/14/2024
