Reso 2024-027 Approving the City of San Leandro EOP

IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2024-027 RESOLUTION TO ACCEPT AND ADOPT THE 2024 CITY OF SAN LEANDRO EMERGENCY OPERATIONS PLAN (EOP) AND APPROVING ITS SUBMITTAL TO THE CALIFORNIA OFFICE OF EMERGENCY SERVICES WHEREAS, the City of San Leandro EOP meets all State and Federal criteria as described in the Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) and the Standardized Emergency Management System (SEMS) developed by the California Office of Emergency Services (OES); and WHEREAS, the City of San Leandro’s EOP describes how the City will manage and respond to major emergency incidents, including organization systems, assignment of each response function, departmental roles, and performance guidelines; and WHEREAS, the City of San Leandro’s EOP describes the methods for mutual aid resources from the County, State, and Federal Governments when needed, which is one of the eligibility requirements for Federal funding; and WHEREAS, the City of San Leandro staff and community stakeholders reviewed and provided feedback on the EOP. NOW, THEREFORE, the City of San Leandro City Council does RESOLVE as follows: 1. That the City Council accepts and adopts the EOP dated January 2024; and 2. That the City Manager’s staff will forward final copies to Alameda County and the State OES; and 3. That an original executed agreement shall be attached to and made a part of this resolution; and 4. That City Council shall sign the letter of promulgation, and if permissible, the City Manager is authorized to apply each Councilmembers’ electronic signature thereto.
