GLOSSARY • Ac�on Plan: The plan prepared in the Emergency Opera�ons Center contains the emergency response objec�ves of the Standardized Emergency Management System level reflec�ng overall priori�es and suppor�ng ac�vi�es for a designated period. EOC partners share the EAP with suppor�ng agencies. • All Hazards: Refers to a policy or program designed to deal with various natural and technological hazards. • Command: The act of direc�ng, ordering, or controlling under explicit statutory, regulatory, or delegated authority. • Command/Management: Command directs, orders, and controls resources at the field response level. Management is responsible for overall emergency policy and coordina�on at the Standardized Emergency Management System Emergency Opera�ons Center levels. • Commodity Point of Distribu�on (C-POD): A designated area where commodi�es are distributed to the public following a disaster or emergency. C-POD staff members safely and efficiently distribute life- sustaining commodi�es to the public in an accessible loca�on. • Con�nuity of Government: Includes measures to ensure con�nued leadership and preserva�on of vital records, thereby maintaining a viable system of government supported by law; establish emergency authori�es legally vested in government leaders so that they have prescribed powers to act; ensure the survivability of mechanisms and systems for direc�on and control so that ac�ons directed by leaders can be communicated and coordinated; sustain essen�al emergency services and resources so that cri�cal response and recovery ac�ons can achieve widest possible implementa�on. • Con�nuity of Opera�ons Planning: An internal effort within an organiza�on to ensure the capability exists to con�nue essen�al business func�ons across a wide range of poten�al emergencies, including localized acts of nature, accidents, and technological and atack/terrorist-related emergencies. • Department Opera�ons Center: A centralized loca�on for a single department or agency where internal incident management and response occurs. • Disaster: A sudden and extraordinary misfortune; a calamity threatening or affec�ng extraordinary loss of life or property. • Disaster Service Worker: All public employees in California are subject to such emergency or disaster ac�vi�es as may be assigned by their supervisors or by law. • Emergency: A condi�on of disaster or extreme peril to the safety of persons and property within the state caused by such condi�ons as air pollu�on, fire, flood, hazardous material incident, storm, epidemic, riot, drought, sudden and severe energy shortage, plant or animal infesta�ons or disease, the Governor's warning of an earthquake or volcanic predic�on, or an earthquake or other condi�ons, other than condi�ons resul�ng from a labor controversy. • Emergency Management: The discipline and the profession of applying science, technology, planning, and management to deal with extreme events that can injure or kill large numbers of people, do extensive property damage, and disrupt community life. As a process, it involves preparing, mi�ga�ng, responding, and recovering from an emergency. Cri�cal func�onal components include planning, training, simula�ng drills (exercises), and coordina�ng ac�vi�es. • Emergency Opera�ons Center: A centralized loca�on where individuals responsible for responding to a large-scale emergency can have immediate communica�on with each other and with emergency management personnel to enhance coordina�on in exercising direc�on and control of emergency response and recovery efforts.
