49 CITY OF SAN LEANDRO EMERGENCY OPERATIONS PLAN • Response: Ac�ons taken immediately before, during, or directly a�er an emergency occurs to save lives, minimize damage to property and the environment, and enhance the effec�veness of recovery. Response measures include, but are not limited to, emergency plan ac�va�on, emergency alert system ac�va�on, emergency instruc�ons to the public, emergency medical assistance, staffing the emergency opera�ons center, public official aler�ng, recep�on and care, shelter and evacua�on, search and rescue, resource mobiliza�on, and warning systems ac�va�on. • Sec�on: The organiza�onal level having responsibility for a major func�onal area of incident or Emergency Opera�ons Center management (e.g., Opera�ons, Planning, Logis�cs, Finance/Administra�on). A designated Chief leads each sec�on. • Situa�on Report: O�en contains confirmed or verified informa�on regarding the specific details rela�ng to the incident. • Standardized Emergency Management System: The consistent set of rules and procedures governing the overall opera�onal control or coordina�on of emergency opera�ons specified in CCR Title 19, Division 2, §2400 et sec. It iden�fies at each level of the statewide emergency organiza�on the direc�on of field forces and the coordina�on of joint efforts of government and private agencies. The Incident Command System is the field-level component of the Standardized Emergency Management System. • State of Emergency: A governmental declara�on that may suspend some normal government func�ons, alert ci�zens to change their normal behaviors, or order government agencies to implement emergency opera�ons plans. • Vital Records: The essen�al agency records needed to meet opera�onal responsibili�es under na�onal security emergencies or other emergency or disaster condi�ons (emergency opera�ng records) or to protect the legal and financial rights of the government and those affected by government ac�vi�es (legal and financial rights records).
