<br /> <br /> <br /> 14 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />2. SITUATION <br />2.1. GEOGRAPHY <br />The City of San Leandro is in Alameda County along the shores of the San Francisco Bay in the East Bay sub-area. <br />The City covers 13.34 mi2 of land,7 2.1 mi2 of water, and is bound by the City of Oakland to the north, the East <br />Bay Hills to the east, the unincorporated communitfes of San Lorenzo and Ashland to the south, and the San <br />Francisco Bay to west. Most of the City is located on the East Bay Plain, a flat area extending 50 miles from <br />Richmond in the north to San Jose in the South. The plain transitfons into low hills on the City’s eastern edge, <br />while the western edge slopes into the San Francisco Bay.8 <br />San Leandro has a temperate climate characterized by long summers that are warm and arid, with short, mild, <br />and wet winters. Annually, temperatures typically vary between 43F and 75F. Most rain occurs between <br />November and April. <br />Three highways are accessible in San Leandro: I-880 and I-580 running north-south, and I-238 running east-west. <br />Public transit includes two Bay Area Rapid Transit (BART) statfons and local bus routes. <br />2.2. POPULATION AND DEMOGRAPHICS <br />The U.S. Census Bureau recorded a citywide populatfon of 91,008 for the City of San Leandro in 2020. Within San <br />Leandro, about 31% of residents identffy as Asian; 27.6% as Hispanic or Latfno; 21.5% as White (not Hispanic or <br />Latfno); 10.3% as Black or African American; 9.2% as “two or more races”; 1.7 % as Natfve Hawaiian and other <br />Pacific Islander; 0.9% American Indian and Alaska Natfve.9 <br />Select socioeconomic informatfon is shown in the table below.10 <br />Population Fact Number <br />Persons under 5 years 4.1% <br />Persons 65 years and older 16.5% <br />Language other than English spoken at home, percent of persons age 5+ (2017-2021) 51.6% <br />Persons with a disability, under age 65 years (2017-2021) 7.1% <br />Persons in poverty 9.3% <br />Table 3: Select Socioeconomic Statistics <br />2.3.
