<br /> <br /> <br /> 27 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />• Disruption: In the event of a disruptfon, such as an incident or disaster, Resilience Hubs switch from <br />Normal Mode into reactfng and responding to the disruptfon and augment operatfons to better support <br />immediate community needs. With enhanced systems and capacity, Hubs can ideally help reduce the <br />need for emergency services and better connect residents and businesses with supplies, informatfon, <br />and support during a disruptfon. <br />• Recovery: Resilience Hubs are critfcal in post-disruptfon recovery and ongoing community needs. Hubs <br />can act as centers for resource deliveries and distributfon, access to support and assistance for <br />complicated processes such as filling out relief or insurance forms, locatfons to access support services <br />for trauma, and can even be locatfons where Community Benefits Agreements are generated. Hubs can <br />also be central locatfons for external partners to gather and support recovery services such as <br />conductfng needs assessments, damage assessments, interviews with residents, and collectfng data. <br />During a disruptfon, Resilience Hubs may serve many purposes to meet the needs of their community, such as: <br />• Actfng as a cooling or warming center <br />• Supportfng the City with shelter operatfons <br />• Food and commodity distributfon <br />• Medical care and childcare <br />• Public informatfon and alert and warning support <br />The City of San Leandro Resilience Hubs work to contfnuously improve community connectfons and increase <br />overall community resiliency. RESPONSE <br />Emergency Proclamations and Declarations <br />The California Emergency Services Act27 and the Robert T. Stafford Disaster Relief and Emergency Assistance Act <br />Public Law 93-288, as amended (Stafford Act),28 establish a general scheme for managing emergencies. <br />A proclamatfon of local emergency is a critfcal first step in response to an incident as it expands the emergency <br />powers and authoritfes of government and actfvates the appropriate aspects of applicable mutual aid plans.
