<br /> <br /> <br /> 43 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />8. PLAN DEVELOPMENT AND MAINTENANCE <br />The City of San Leandro EOP is developed under the authority of the Director of Emergency Services. Any <br />agencies and organizatfons listed as having antfcipated roles and responsibilitfes under this plan will inform the <br />Director of Emergency Services, or their designee, when they are aware that changes need to be made. <br />This EOP was developed using a whole community approach focusing on cultural competency. This approach <br />includes solicitfng feedback from stakeholders across the City of San Leandro. Stakeholders included internal City <br />of San Leandro personnel, Alameda County partners, Resilience Hub representatfves, members of the business <br />community, and residents. Over seven weeks, 11,959 responses were recorded. Representatfves from City of San <br />Leandro departments and Resilience Hubs leaders were also offered an opportunity to review and comment on a <br />draft version of the EOP. <br />Stakeholder involvement is key to developing a comprehensive EOP that is useful, applicable, and supported by <br />all involved organizatfons. Engaging a representatfve cross-sectfon of response partners helps to ensure the EOP <br />meets the needs of all individuals, partfcularly diverse populatfons and those with access and functfonal needs. <br />The EOP and operatfonal annexes are reviewed, revised, or updated by a formal change using the whole <br />community review approach at least every five years. The Director of Emergency Services, or designee, reviews <br />this plan annually to determine the need for modificatfons based on changing state or federal mandates and <br />operatfonal requirements. The EOP may also be reviewed for consistency after the following events: <br />• A significant incident, EOC actfvatfon, or major exercise. <br />• A change in operatfonal resources (e.g., policy, personnel, organizatfonal structures, management <br />processes, facilitfes, equipment). <br />• A formal update of planning guidance or standards, or enactment of new or amended laws or <br />ordinances. <br />• A change in elected or appointed officials. <br />• A change in the local demographics or hazard or threat profile. <br />All changes to this plan are outlined in the Record of Changes, and an updated version of the document is then <br />published and distributed to all agencies and organizatfons outlined in the Record of Distributfon. <br />
