<br /> <br /> <br /> 47 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />• Emergency Operations Plan: The Emergency Operatfons Plan is a document that describes strategies for <br />managing emergencies. <br />• Evacuation: Moving persons out of an area affected or potentfally affected by a disaster. <br />• Federal Emergency Management Agency: An agency created in 1979 to provide a single point of <br />accountability for all federal actfvitfes related to disaster mitfgatfon, preparedness, response, and <br />recovery. The Federal Emergency Management Agency manages the President's Disaster Relief Fund and <br />coordinates the disaster assistance actfvitfes of all federal agencies in the event of a presidentfal disaster <br />declaratfon. <br />• Functional Annex: A document that supplements the Emergency Operatfons Plan, which provides <br />further planning informatfon for a specific aspect of emergency management. <br />• Incident: An occurrence or event, either human-caused or by natural phenomena, that requires actfon <br />by emergency response personnel to prevent or minimize loss of life or damage to property and natural <br />resources. <br />• Incident Action Plan: The plan developed at the field response level contains objectfves reflectfng the <br />overall incident strategy, specific tactfcal actfons, and supportfng informatfon for the next operatfonal <br />period. The plan may be oral or written. <br />• Incident Commander: The individual responsible for the command of all functfons at the field response <br />level. <br />• Incident Command System: A natfonally used standardized on-scene emergency management concept <br />designed to allow its user(s) to adopt an integrated organizatfonal structure equal to the complexity and <br />demands of single or multfple incidents without being hindered by jurisdictfonal boundaries. ICS is the <br />field-level component of the Standardized Emergency Management System. It is the combinatfon of <br />facilitfes, equipment, personnel, procedures, and communicatfons operatfng within a standard <br />organizatfonal structure, responsible for managing resources to accomplish objectfves pertfnent to an <br />incident. <br />• Individual Assistance: A supplementary federal assistance available under the Stafford Act to individuals, <br />families, and businesses and includes disaster housing assistance, unemployment assistance, grants, <br />loans, legal services, crisis counseling, tax relief, and other services or relief programs. <br />• Joint Information Center: A facility that coordinates all incident-related public informatfon actfvitfes. It is <br />the central point of contact for all news media. Public informatfon officials from all partfcipatfng agencies <br />should co-locate at the Joint Informatfon Center. <br />• Major Disaster: As defined in federal law, is " any hurricane, tornado, storm, flood, high water, wind- <br />driven water, tfdal wave, tsunami, earthquake, volcanic eruptfon, landslide, mudslide, snowstorm, <br />drought, fire, explosion, or other technological or human caused catastrophe in any part of the United <br />States which, in the determinatfon of the President, causes the damage of sufficient severity and <br />magnitude to warrant major disaster assistance in alleviatfng the damage, loss, hardship, or suffering <br />caused thereby." <br />• Master Mutual Aid Agreement: The California Disaster and Civil Defense Master Mutual Aid Agreement <br />is made and entered into by and among the State of California, its various departments and agencies, <br />and the various politfcal subdivisions of the State. The agreement provides for the support of one <br />jurisdictfon by another. <br />• Mitigation: Actfvitfes to eliminate or reduce the degree of risk to life and property from hazards before <br />or after a disaster or emergency.
