<br /> <br /> <br /> 49 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />• Response: Actfons taken immediately before, during, or directly after an emergency occurs to save lives, <br />minimize damage to property and the environment, and enhance the effectfveness of recovery. <br />Response measures include, but are not limited to, emergency plan actfvatfon, emergency alert system <br />actfvatfon, emergency instructfons to the public, emergency medical assistance, staffing the emergency <br />operatfons center, public official alertfng, receptfon and care, shelter and evacuatfon, search and rescue, <br />resource mobilizatfon, and warning systems actfvatfon. <br />• Section: The organizatfonal level having responsibility for a major functfonal area of incident or <br />Emergency Operatfons Center management (e.g., Operatfons, Planning, Logistfcs, <br />Finance/Administratfon). A designated Chief leads each sectfon. <br />• Situation Report: Often contains confirmed or verified informatfon regarding the specific details relatfng <br />to the incident. <br />• Standardized Emergency Management System: The consistent set of rules and procedures governing <br />the overall operatfonal control or coordinatfon of emergency operatfons specified in CCR Title 19, <br />Division 2, §2400 et sec. It identffies at each level of the statewide emergency organizatfon the directfon <br />of field forces and the coordinatfon of joint efforts of government and private agencies. The Incident <br />Command System is the field-level component of the Standardized Emergency Management System. <br />• State of Emergency: A governmental declaratfon that may suspend some normal government functfons, <br />alert citfzens to change their normal behaviors, or order government agencies to implement emergency <br />operatfons plans. <br />• Vital Records: The essentfal agency records needed to meet operatfonal responsibilitfes under natfonal <br />security emergencies or other emergency or disaster conditfons (emergency operatfng records) or to <br />protect the legal and financial rights of the government and those affected by government actfvitfes <br />(legal and financial rights records).
