<br /> <br /> <br /> 3 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />LETTER OF PROMULGATION <br />The preservatfon of life and property is an inherent responsibility of all levels of government. The City of San <br />Leandro has prepared this Emergency Operatfons Plan – Base Plan to support the effectfve and economical <br />allocatfon of resources to protect people and property in tfmes of crisis. <br />While no plan can completely prevent death and destructfon, good plans carried out by knowledgeable and well- <br />trained personnel can minimize losses. This plan establishes the emergency organizatfon, assigns tasks, specifies <br />policies and general procedures, and coordinates the planning efforts of various emergency staff and service <br />elements using the Standardized Emergency Management System. This plan aims to incorporate and coordinate <br />all City of San Leandro facilitfes and personnel into a unified organizatfon capable of responding to emergencies. <br />Once adopted, this plan is an extension of the County of Alameda’s Emergency Operatfons Plan and the <br />California Emergency Plan. It will be reviewed, tested periodically, and revised as necessary to meet changing <br />conditfons.
