<br /> <br /> <br /> 6 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />APPROVAL AND IMPLEMENTATION <br />The City of San Leandro Emergency Opera�ons Plan – Base Plan provides a comprehensive approach to <br />managing incidents of all types. This plan is intended to be read and understood before an emergency occurs. <br />The City of San Leandro Emergency Opera�ons Plan - Base Plan may be ac�vated by the Director of Emergency <br />Services or designated alternates under any of the following circumstances: <br />• On the order of the Director of Emergency Services as outlined in the City of San Leandro Municipal <br />Code (Title 3 Chapter 4.) <br />• Automa�cally on the proclama�on of a State of War Emergency as defined in the California Emergency <br />Services Act (Chapter 7, Division 1, Title 2, California Government Code.) <br />• Upon the declara�on by the President of the existence of a Na�onal Emergency. <br />• Automa�cally, on receipt of a confirmed high-risk threat of an atack on the United States or upon the <br />occurrence of a catastrophic disaster that requires an immediate government response. <br />The City of San Leandro Emergency Opera�ons Plan – Base Plan was developed with input from City of San <br />Leandro departments, the local business community, and residents and visitors of the City. This plan is prepared <br />and maintained under the oversight of the Director of Emergency Services. Upon the delega�on of authority <br />from the Director of Emergency Services, specific modifica�ons can be made to this plan without the signature <br />of the City Council. <br />The Emergency Opera�ons Plan - Base Plan, func�onal and hazard-specific annexes, and all other suppor�ng <br />content supersede all previous versions and other itera�ons of this document. The City of San Leandro <br />Emergency Opera�ons Plan - Base Plan shall be effec�ve immediately upon resolu�on of the City Council. <br />Concurrence regarding details in the Emergency Opera�ons Plan – Base Plan is documented using the <br />concurrence agreement. <br />
