10 CITY OF SAN LEANDRO EMERGENCY OPERATIONS PLAN 1. INTRODUCTION 1.1. PURPOSE The City of San Leandro Emergency Opera�ons Plan – Base Plan (EOP) describes the framework for how the City of San Leandro (the City) manages emergency opera�ons before, during, and a�er any natural or human-caused disasters. The specific purpose of the EOP is to: • Describe the responsibili�es, authori�es, and func�ons of the City during �mes of emergency. • Guide all emergency preparedness, response, and recovery opera�ons within the City. • Facilitate coordinated emergency opera�ons across and between jurisdic�ons and agencies. • Acknowledge the City of San Leandro’s adop�on of California’s Standardized Emergency Management System (SEMS), Incident Command System (ICS), and Na�onal Incident Management System (NIMS). • Provide inclusive and culturally competent response and recovery services to ensure equity for diverse popula�ons. • Deliver preparedness, planning, response, and recovery resources for the access and func�onal needs of the community and their specific requirements. The City of San Leandro EOP incorporates and complies with the principles and requirements found in state and federal laws, regula�ons, and guidelines. It references the California State Emergency Plan and Federal Emergency Management Agency (FEMA) Comprehensive Preparedness Guide (CPG) 101.1 It is designed to conform to the requirements of SEMS, as defined in the Government Code of the State of California Sec�on 8607(a)2 and Title 19, California Code of Regula�ons (CCR), Division 2, Chapter 1, and NIMS. 1.2. SCOPE The EOP is intended to be used by all City agencies when responding to any hazard or threat that necessitates a coordinated response between mul�ple agencies, jurisdic�ons, or levels of government. The concepts and prac�ces within this EOP are designed to be flexible and scaled based on the size and complexity of an incident. This EOP applies to all agencies and individuals, both public and private, that have emergency management responsibili�es within the City of San Leandro. Allied agencies, special districts, private enterprises, and volunteer organiza�ons with roles and responsibili�es established by this plan maintain opera�ng protocols consistent with the policies and procedures established by this plan.
