27 CITY OF SAN LEANDRO EMERGENCY OPERATIONS PLAN • Disrup�on: In the event of a disrup�on, such as an incident or disaster, Resilience Hubs switch from Normal Mode into reac�ng and responding to the disrup�on and augment opera�ons to beter support immediate community needs. With enhanced systems and capacity, Hubs can ideally help reduce the need for emergency services and beter connect residents and businesses with supplies, informa�on, and support during a disrup�on. • Recovery: Resilience Hubs are cri�cal in post-disrup�on recovery and ongoing community needs. Hubs can act as centers for resource deliveries and distribu�on, access to support and assistance for complicated processes such as filling out relief or insurance forms, loca�ons to access support services for trauma, and can even be loca�ons where Community Benefits Agreements are generated. Hubs can also be central loca�ons for external partners to gather and support recovery services such as conduc�ng needs assessments, damage assessments, interviews with residents, and collec�ng data. During a disrup�on, Resilience Hubs may serve many purposes to meet the needs of their community, such as: • Ac�ng as a cooling or warming center • Suppor�ng the City with shelter opera�ons • Food and commodity distribu�on • Medical care and childcare • Public informa�on and alert and warning support The City of San Leandro Resilience Hubs work to con�nuously improve community connec�ons and increase overall community resiliency. RESPONSE Emergency Proclamations and Declarations The California Emergency Services Act 27 and the Robert T. Stafford Disaster Relief and Emergency Assistance Act Public Law 93-288, as amended (Stafford Act),28 establish a general scheme for managing emergencies. A proclama�on of local emergency is a cri�cal first step in response to an incident as it expands the emergency powers and authori�es of government and ac�vates the appropriate aspects of applicable mutual aid plans. A proclama�on of local emergency may also be required to qualify for some post-disaster financial assistance.
