6 CITY OF SAN LEANDRO EMERGENCY OPERATIONS PLAN APPROVAL AND IMPLEMENTATION The City of San Leandro Emergency Operatfons Plan – Base Plan provides a comprehensive approach to managing incidents of all types. This plan is intended to be read and understood before an emergency occurs. The City of San Leandro Emergency Operatfons Plan - Base Plan may be actfvated by the Director of Emergency Services or designated alternates under any of the following circumstances: • On the order of the Director of Emergency Services as outlined in the City of San Leandro Municipal Code (Title 3 Chapter 4.) • Automatfcally on the proclamatfon of a State of War Emergency as defined in the California Emergency Services Act (Chapter 7, Division 1, Title 2, California Government Code.) • Upon the declaratfon by the President of the existence of a Natfonal Emergency. • Automatfcally, on receipt of a confirmed high-risk threat of an attack on the United States or upon the occurrence of a catastrophic disaster that requires an immediate government response. The City of San Leandro Emergency Operatfons Plan – Base Plan was developed with input from City of San Leandro departments, the local business community, and residents and visitors of the City. This plan is prepared and maintained under the oversight of the Director of Emergency Services. Upon the delegatfon of authority from the Director of Emergency Services, specific modificatfons can be made to this plan without the signature of the City Council. The Emergency Operatfons Plan - Base Plan, functfonal and hazard-specific annexes, and all other supportfng content supersede all previous versions and other iteratfons of this document. The City of San Leandro Emergency Operatfons Plan - Base Plan shall be effectfve immediately upon resolutfon of the City Council. Concurrence regarding details in the Emergency Operatfons Plan – Base Plan is documented using the concurrence agreement.
