4. Mitigation Monitoring and Reporting Program <br /> <br />San Leandro Treatment Wetland <br />IS/MND <br />4-5 February 2024 <br /> <br />Implementation Procedure Monitoring and Reporting Actions Monitoring <br />Responsibility Monitoring Schedule <br />that buffer zones will be <br />avoided during <br />construction. <br />Contractor implements <br />measures in the program. <br />City documents that <br />measures are being <br />implemented <br />City’s <br />construction <br />manager <br />During construction <br />Mitigation Measure BIO-4: Exclusionary Fencing and other Avoidance Measures <br />• Prior to initiation of construction activity, 48-inch silt exclusion fencing shall be installed by <br />hand along the southern edge of the access road running on top of the levee between the <br />basin and San Francisco Bay, as well as on either side of the access road where it crosses the <br />culvert between the basin and the solar array. The purpose of the fencing is to protect habitat <br />within the tidal channel from earthmoving activities or accidental spills, and to exclude <br />workers from the channel. <br />• Construction efforts involving the concrete vault box and outfall leading to the tidal slough <br />shall occur during low tide to avoid the potential for turbidity impacts on potentially present <br />special-status fish species. <br />• To minimize turbidity impacts to special-status fish species that could be present in the tidal <br />slough during startup and initial discharge of tertiary-treated effluent, a drainpipe sleeve or <br />similar filtering device shall be installed at discharge point of the outfall structure until <br />turbidity levels stabilize. <br />• Prior to construction, all construction workers shall take part in a worker environmental <br />awareness program conducted by a qualified biologist. The awareness program will be <br />conducted at the start of construction and thereafter as required for new construction <br />personnel. Personnel shall be instructed to avoid areas beyond the exclusionary fencing and <br />any other precautions intended to ensure avoidance pursuant to Mitigation Measure BIO-1 <br />through BIO-3. <br />• Vehicle speed limits on the Project site shall not exceed 10 miles per hour. <br />Implementation Procedure Monitoring and Reporting Actions Monitoring <br />Responsibility Monitoring Schedule <br />City shall contract with a <br />qualified biologist to mark <br />and install exclusionary <br />fencing along all tidal <br />channels within the <br />Proposed Project site. <br />City executes contract City, Qualified <br />biologist <br />Prior to construction. <br />City shall contract with a <br />qualified biologist to <br />administer a worker <br />environmental awareness <br />training prior to the <br />initiation of construction <br />activity. <br />City executes contract City, Qualified <br />biologist <br />Prior to construction.
