4. Mitigation Monitoring and Reporting Program <br /> <br />San Leandro Treatment Wetland <br />IS/MND <br />4-7 February 2024 <br /> <br />Implementation Procedure Monitoring and Reporting Actions Monitoring <br />Responsibility Monitoring Schedule <br />In the event subsurface <br />archeological resources <br />are discovered, <br />construction within 50 <br />feet of the find shall be <br />halted and the qualified <br />archaeologist shall be <br />notified. <br />City OLSD shall notify the <br />County of the discovery. <br />City During construction. <br />The archaeologist shall <br />complete a final <br />monitoring report. <br />Archaeologist submits final <br />report to the City. <br />Qualified <br />archaeologist. Following construction. <br />Mitigation Measure CR-2: Inadvertent Discovery of Human Remains <br />If human remains are discovered during construction activities, all work within 100 feet of the site <br />must stop immediately. The Alameda County Coroner must be notified to ascertain whether an <br />investigation into the cause of death is necessary. If the remains are determined to be Native <br />American, the NAHC must be contacted within 24 hours. <br /> <br />The NAHC will identify the person or persons believed to be the most likely descendant(s) of the <br />deceased Native American. These individuals will then provide recommendations to San Leandro <br />regarding the proper treatment of the human remains and any associated grave goods. <br />Implementation Procedure Monitoring and Reporting Actions Monitoring <br />Responsibility Monitoring Schedule <br />City shall review <br />construction specifications <br />to ensure procedures for <br />human remains discovery <br />are included. <br />City reviews construction <br />specifications. <br />City Prior to construction. <br />In the event human <br />remains are discovered, <br />construction in the area <br />shall be halted and OLSD <br />shall consult the County <br />Coroner. <br />City shall notify the County of <br />the discovery. <br />City During construction. <br />Hazards and Hazardous Materials <br />Mitigation Measure HZ-1 – Active Fuel Pipelines Hazards: Prior to commencing construction activities, <br />the exact positions of the three fuel lines must be accurately marked and confirmed in consultation <br />with Kinder Morgan, in accordance with their Developer Handbook.60 Project plans must be provided <br />to Kinder Morgan at least six weeks before construction commencement to allow for the receipt of an <br />approval letter, which may contain specific procedures to be followed.
