1. Introduction <br />San Leandro Treatment Wetland <br />IS/MND <br />1-2 February 2024 <br /> <br />1.1. Report Organization <br />This report is organized as follows: <br />Chapter 2, Project Description, introduces the Proposed Project with background, needs and objectives, and <br />discusses the proposed facilities. <br />Chapter 3, Environmental Checklist, presents the CEQA Initial Study Environmental Checklist, analyzes <br />environmental impacts resulting from the Project and describes the mitigation measures that would be <br />incorporated into the Project to avoid or reduce impacts to less-than-significant levels. <br />Chapter 4, Mitigation Measures and Mitigation Monitoring and Reporting Program, lists the mitigation <br />measures recommended in Chapter 3 along with the monitoring and reporting procedures. <br />1.2. Agency Uses of this Document <br />The City of San Leandro, as the Lead Agency will use this IS/MND to evaluate environmental impacts of the <br />Proposed Project and make a decision regarding adopting the IS/MND and approving the Proposed Project. <br />Upon adoption of the IS/MND and the mitigation measures described herein, San Leandro will use this <br />document to make written findings, consider Project approval, and file a Notice of Determination. <br />The analyses contained within this IS/MND would also be used to support the acquisition of regulatory permits <br />or approvals, as needed. The anticipated permits or approvals that San Leandro may be required to apply for <br />or obtain for the Proposed Project include, but may not be limited to: <br />• San Francisco Bay Regional Water Quality Control Board (RWQCB) waste discharge requirements 3 <br />• National Pollutant Discharge Elimination System (NPDES) Order No. WQ 2022-0057-DWQ NPDES No. <br />CAS000002 (General Construction Permit) <br />• Amendment to an existing San Francisco Bay Conservation and Development Commission (BCDC) <br />Permit, and consistency determination under the Coastal Zone Management Act <br />• California Department of Fish and Wildlife (CDFW) Streambed Alteration Agreement <br /> <br />3 San Francisco Bay Regional Water Quality Control Board. 2022.
