<br />4/17/20 (P:\TER2001\BA\Special‐Status Species Biological Resources Habitat Assessment 4‐17‐20 .docx) 4 <br />Species Status <br />(Federal/State) Habitat Potential for Occurrencea <br />California brown pelican <br />Pelecanus occidentalis <br />californicus <br />Delisted/ <br />Delisted, SFP <br />Open marine waters with abundant <br />small schooling fish populations, <br />nests on islands lacking terrestrial <br />predators, roosts on isolated <br />islands, rocks, breakwaters, and <br />docks. <br />Could forage in open water habitat within <br />the project site; does not breed in Alameda <br />County, but post breeding adults and young <br />birds disperse north from the Channel <br />Islands in southern California (the closest <br />breeding area) and are most abundant in <br />the County from July through late October. <br />However, within the project area, there may <br />be small numbers of non‐breeding <br />individuals present all year. Species <br />observed at the Oakland International <br />Airport and Oyster Bay (eBird 2020). <br />Western snowy plover <br />Charadrius alexandrines <br />nivosus <br />FT/SSC Sandy beaches, salt pond levees <br />and shores of large alkali lakes. <br />Need sandy, gravelly or friable soils <br />for nesting. <br />No suitable breeding habitat present along <br />the tidal slough. Not likely to nest in the <br />basin due to limited suitable habitat and <br />long period in which the basin is inundated <br />with water. Could briefly fly through or <br />forage at the project site. Closest breeding <br />occurrence is a 1979 record approximately <br />0.3 mile from the site at Bay Farm Island <br />(CDFW 2020). Species observed at the <br />Oyster Bay Regional Shoreline in January <br />1984 (eBird 2020). Species has been <br />recorded at the Oakland International <br />Airport (Bloom, pers. comm.). <br />California least tern <br />Sterna antillarum browni <br />FE/SE, SFP Coastal waters, sandy beaches, <br />alkali flats, and hard‐pan surfaces <br />(salt ponds). <br />No suitable breeding habitat present. Could <br />briefly fly through or forage over the open <br />water in the slough. Closest CNDDB <br />occurrence is approximately 2.5 miles from <br />the site at the Oakland Airport. Species <br />observed at the Oakland International <br />Airport, Oyster Bay, and Oyster Bay Regional <br />Shoreline (eBird 2020). <br />White‐tailed kite <br />Elanus leucurus <br />–/SFP Nests in shrubs and trees in open <br />areas and forages in adjacent <br />grasslands and agricultural land. <br />Suitable nesting habitat present in the trees <br />on and adjacent to the site. Species <br />observed at project site during LSA’s field <br />survey. No CNDDB occurrences within 5 <br />miles of the project site. <br />Northern harrier <br />Circus hudsonius <br />–/SSC Nests on the ground among tall <br />vegetation in grasslands, grain <br />fields, sagebrush flats, and <br />emergent wetlands along rivers or <br />lakes. <br />No suitable nesting habitat present. Could <br />forage over or adjacent to the project site. <br />Species observed at the Davis Street dump, <br />Oakland International Airport, and Oyster <br />Bay Regional Shoreline (eBird 2020). <br />American peregrine falcon <br />Falco peregrinus anatum <br />Delisted/ <br />Delisted/ <br />SFP <br />Forages in open country, <br />mountains and sea coasts. Nests on <br />high cliffs, bridges, and buildings. <br />No suitable nesting habitat present; could <br />briefly fly over or forage at the site. Species <br />observed at the Oyster Bay Regional <br />Shoreline (eBird 2020). <br />California black rail <br />Laterallus jamaicensis <br />coturniculus <br />–/ST, SFP Salt marshes bordering larger bays, <br />also found in brackish and <br />freshwater marshes. <br />No suitable habitat present. Closest CNDDB <br />occurrence is a 1995 record at Arrowhead <br />Marsh, approximately 1.9 miles from the <br />project site.
