<br />S AN L EANDRO T REATMENT W ETLAND P ROJECT <br />S AN L EANDRO, A LAMEDA C OUNTY, C ALIFORNIA <br />B IOLOGICAL A SSESSMENT <br />A PRIL 2020 <br /> <br />P:\TER2001\BA\San Leandro Treatment Plant BA 4‐7‐20.docx (04/07/20) 14 <br />2.2 CONSERVATION MEASURES <br />2.2.1 General Avoidance and Minimization Measures <br />Given the potential or known occurrences of four federally listed species within or adjacent to the <br />Action Area, the City will implement best management practices (BMPs) and avoidance and <br />minimization measures, presented below, to minimize the effects of the proposed project on <br />federally listed species and their habitat. <br />2.2.1.1 Limits of Work <br />In‐water project‐related activities will be confined to the designated work area within the vicinity of <br />the outfall; project personnel will be restricted from entering adjacent in‐water areas. <br />2.2.1.2 Spills and Accidental Discharge <br />The City and its contractors will be responsible for structuring operations in a manner that <br />minimizes the risk of spills or accidental discharge of fuels or hazardous materials. The City and its <br />contractors will, at a minimum, ensure that: <br />1. All employees handling fuels and other hazardous materials are properly trained; <br />2. All equipment is in good operating order and inspected on a regular basis; and <br />3. Hazardous materials, including chemicals, fuels, and lubricating oils, will not be stored within <br />200 feet of the tidal slough and other wetland features. This requirement applies to storage of <br />these materials and does not apply to normal operation or use of equipment in these areas. <br />2.2.1.3 Emergency Spill and Containment Plan <br />In the event of an accidental spill of product from equipment or vehicles, a spill plan will be <br />implemented. The spill plan will be included in the bid specification package and will be present at <br />the work site during all project‐related activities. <br />At a minimum, the City and its contractors will: <br />1. Ensure that each construction crew (including cleanup crews) has sufficient supplies of <br />absorbent and barrier materials on site to allow the rapid containment and recovery of spilled <br />materials and knows the procedure for reporting spills. <br />2. Ensure that each construction crew has sufficient tools and material on site to stop leaks. <br />3. Know the contact names and telephone numbers for the City contacts and local, State, and <br />federal agencies (including, if necessary, the U.S. Coast Guard and the National Response <br />Center) that might need to be notified in the event of a spill. <br />4. Follow the requirements of those agencies in cleaning up the spill, in excavating and disposing of <br />soils or other materials contaminated by a spill, and in collecting and disposing of waste <br />generated during spill cleanup.
