  <br />S AN L EANDRO T REATMENT W ETLAND P ROJECT  <br />S AN L EANDRO, A LAMEDA C OUNTY, C ALIFORNIA  <br />B IOLOGICAL A SSESSMENT <br />A PRIL 2020 <br />  <br />P:\TER2001\BA\San Leandro Treatment Plant BA 4‐7‐20.docx (04/07/20) 26 <br />elements for this species. Therefore for these reasons, the Proposed Action is not likely to adversely  <br />affect Critical Habitat for the Central California Coast steelhead DPS.  <br />4.3 ESSENTIAL FISH HABITAT  <br />The proposed project is not likely to adversely affect EFH for the Coastal Pelagic Species, Pacific  <br />Coast Groundfish and Pacific Salmon FMPs. The project site is located within an area designated as  <br />an EFH by NMFS for the Pacific Coast Salmon Fishery Management Plan and the Pacific Coast  <br />Groundfish Fisheries Management Plan. Work at the tidal slough could affect species covered under  <br />the Pacific Coast Salmon Fishery Management Plan and the Pacific Groundfish Fishery Management  <br />Plan. Temporary effects to EFH will be avoided and/or minimized by installing a cofferdam in the  <br />outfall work area and through the implementation of BMPs.
