<br />NOTICE OF AVAILABILITY AND INTENT TO ADOPT <br />A MITIGATED NEGATIVE DECLARATION FOR <br />THE SAN LEANDRO WATER POLLUTION CONTROL PLANT TREATMENT <br />WETLAND AND SHORELINE RESILIENCE PROJECT AT <br />3000 DAVIS STREET, SAN LEANDRO, CALIFORNIA 94577 <br /> <br />Notice is Hereby Given that the City of San Leandro is considering a recommendation that the project <br />herein identified will have no significant environmental impacts in compliance with Section 15070 of the <br />CEQA Guidelines. A copy of the proposed Mitigated Negative Declaration and Initial Study is on file in <br />the San Leandro Community Development Department, 835 East 14th Street, San Leandro, California <br />95477. It is also available on the City’s Website at City of San Leandro, Community Development <br />Department, Planning Services, CEQA Documents & Project Studies: <br />https://www.sanleandro.org/335/CEQA-Documents-Project-Studies <br /> <br />REVIEW PERIOD: The 30-day review period is from February 23, 2024, to March 25, 2024. <br />Comments on the proposed Mitigated Negative Declaration should be provided in writing to the San <br />Leandro Community Development Department, 835 East 14th Street, San Leandro, California 94577, by <br />March 25, 2024, at 4:00 p.m. or email hmorehouse@sanleandro.org. <br /> <br />This proposed finding does not constitute approval or denial of the project itself, it only determines if the <br />project could have a significant environmental impact. Projects that could have a significant impact must <br />have an Environmental Impact Report prepared to evaluate those possible impacts in compliance with <br />Section 15064 of the CEQA Guidelines. If you wish to challenge the City’s action on this Mitigated <br />Negative Declaration in court, you may be limited to raising only those issues you or someone else raised <br />in written correspondence. For further information concerning this project, please contact Hayes <br />Morehouse at (510) 577-3437. <br /> <br />PROJECT LOCATION: The project site is located at the City of San Leandro’s Water Pollution <br />Control Plant at 3000 Davis Street, San Leandro, in Alameda County. The site is at the western terminus <br />of the Water Pollution Control Plant, north of San Francisco Bay and east of the Bay Trail. <br />HAZARDOUS WASTE AND SUBSTANCES: A review of the online Cortese List of Hazardous Waste <br />and Substances Sites determined that the project site is not listed as a hazardous waste and substances site. <br />PROJECT DESCRIPTION: The project involves installing a modular nitrification system to convert <br />ammonia from secondary treated wastewater into nitrate. Additionally, it involves repurposing an <br />underutilized 6.9-acre wastewater retention pond into a multi-benefit treatment wetland. The nitrified <br />effluent will undergo polishing in the treatment wetland to remove excess nutrients and other pollutants <br />before being discharged into San Francisco Bay via an existing discharge pipe. <br />DECISION MAKING AUTHORITY: City Council <br />HEARING DATE: 7:00 p.m., April 2, 2024, City Council Meeting
