Alameda County is one of the seven counties that comprise the San Francisco Bay Area air basin. <br />Federal and State <br />Air quality in the area is a function of the criteria air pollutants (CAPs) and toxic air contaminants (TACs) <br />emitted locally, the existing regional ambient air quality, and the meteorological and topographic factors that <br />influence the intrusion of pollutants into the area from sources outside the immediate vicinity. The PPS’s air <br />quality is based on the CAPs meeting the National Ambient Air Quality Standards (NAAQS) and the California <br />Ambient Air Quality Standards (CAAQS). The 1977 federal Clean Air Act (CAA) required the EPA to identify <br />NAAQS to protect public health and welfare. NAAQS have been established for the six “criteria” air pollutants: <br />ozone (O3), carbon monoxide (CO), nitrogen dioxide (NO2), sulfur dioxide (SO2), respirable particulate matter <br />(PM), and lead. PM is designated into two size classes, coarse (10 micrometers or less in diameter [PM10]) <br />and fine (2.5 micrometers or less in diameter [PM2.5]). The smaller size of PM2.5 allows it to enter the <br />cardiovascular system and cause more serious health problems. For this reason, the NAAQS sets a more <br />stringent standard on PM2.5 in ambient air quality. Pursuant to the 1990 CAA Amendments (CAAA), the EPA <br />has classified air basins (or portions thereof) as either “attainment” or “nonattainment” for each criteria air <br />pollutant, based on whether the NAAQS have been achieved. <br />California has adopted ambient standards that are more stringent than the Federal standards for the criteria <br />air pollutants. Under the California Clean Air Act (CCAA), patterned after the federal CAA, areas have been <br />designated as attainment or non-attainment with respect to CAAQS. The Bay Area’s attainment status for the <br />CAAQS is listed in Table 3-2. <br />
