Environmental Checklist <br /> <br />San Leandro Treatment Wetland <br />IS/MND <br />3-24 February 2024 <br /> <br />No impacts on fish migration corridors are anticipated from construction-phase activities due to the <br />implementation of the Proposed Project. The Project has been strategically designed to prevent any in- <br />water work. Moreover, it does not involve the construction of any new infrastructure within the Bay, <br />ensuring that no structural barriers to fish migration will be created by the Project. <br />Operation-phase impacts to fish <br />As previously mentioned, the main impact of the Project's operation on fish is an increase in turbidity <br />due to the startup and initial discharges of tertiary-treated effluent. During these discharge events, it's <br />unlikely that special status fish will be present, and if they are, they are expected to swiftly vacate the <br />immediate areas. Therefore, the impact of the Project on fish migratory pathways is anticipated to be <br />less than significant. <br />Impact Designation: Less than Significant <br />e) Conflicts with local policies or ordinances: The Proposed Project would not conflict with any local <br />policies or ordinances protecting biological resources. The Project site is classified as <br />Public/Institutional in the San Leandro General Plan and is zoned as Industrial General.22,23 <br />Accordingly, the Proposed Project would not conflict with San Leandro General Plan policies protecting <br />biological resources. The San Leandro adopted a Climate Action Plan in 2021, which includes several <br />climate adaptation strategies involving the use of green infrastructure for water quality improvement <br />and community resilience, which is consistent with the objectives of the Proposed Projects.24 <br />Accordingly, the Proposed Project would not conflict with any local policies or ordinances protecting <br />biological resources. <br />Impact Designation: Less than Significant <br />f) Conflicts with approved habitat conservation plans: There is an approved East Alameda County <br />Conservation Strategy (ICF International, 2010) for eastern Alameda County, but the Project site is not <br />located within its boundaries, therefore the Project would not conflict with the provisions of an <br />adopted or approved local or regional conservation plan. <br />Impact Designation: No Impact <br />Cumulative Impacts on Biological Resources <br />The Project, along with other current or anticipated projects, is unlikely to lead to cumulative impacts on <br />biological resources. It is confined to the WPCP boundaries and is not anticipated to affect sensitive or <br />ecologically significant habitats.
