3. Environmental Checklist <br /> <br />San Leandro Treatment Wetland <br />IS/MND <br />3-59 February 2024 <br /> <br />b. Fire Services: 5 minute response time for first due company for 90 percent of all emergency <br />incidents, excluding freeway responses (3 firefighters including at least one paramedic); 10 <br />minute response time for 90 percent for a full first alarm assignment response (17 <br />firefighters). <br />The potential for wildland fires associated with the Proposed Project and increased public use is not <br />expected to increase significantly. In fact, fire risk will likely be lower due to the Project’s operation and <br />maintenance. The existing wastewater retention basin is primarily surrounded by shrubs and non- <br />native grasses, which are periodically mowed. With construction of the Proposed Project, slopes shall <br />be irrigated and the presence of dry vegetation during the summer and fall is anticipated to be lower. <br />Standard construction specifications include provisions for proper maintenance and use of <br />construction equipment, some of which are included to prevent fires associated with construction <br />activities. The Proposed Project will not alter the ability of fire department vehicles to access the area. <br />The City will continue to patrol the WPCP and surrounding area utilizing existing resources. The <br />Proposed Project will not result in an adverse change in service ratios, response times, or other <br />performance objectives associated with police protection. <br />Impact Designation: No Impact <br />a.iii) Schools: The closest school to the WPCP is Garfield Elementary School, located approximately 0.85 <br />miles southeast of the WPCP entrance. The WPCP and Proposed Project site is located adjacent to the <br />Bay Trail to the west, Oyster Bay Regional Shoreline, an EBRPD facility to the south, and Metropolitan <br />Golf Links to the north. <br />The Proposed Project will not result in negative impacts to schools. Rather, the opportunity to tour the <br />facility could represent a benefit to local schools by providing increased opportunities for ecological <br />and engineering educational programs. <br />Impact Designation: No Impact <br />a.vi) Parks: The Proposed Project will not negatively impact parks, including Oyster Bay Regional Shoreline. <br />In fact, the Proposed Project will yield positive effects by enhancing aesthetics, improving habitat, and <br />offering opportunities to tour the facility and receive interpretive programming. <br />Impact Designation: No Impact <br />a.v) Other public facilities: Implementation of the Proposed Project will not adversely affect other public <br />facilities. <br />Impact Designation: No Impact <br />Cumulative Impacts on Public Services <br />The geographic scope of cumulative impacts to public services is comprised of the service areas of the fire, <br />police, and parks departments and other public facilities that serve the WPCP or the surrounding area. <br />However, the Proposed Project would not include or result in the need for additional public facilities, and thus <br />the Project would not contribute to any cumulative impact on these services.
