Amendment No. 1 to
Consulting Services Agreement between City of San Leandro and Pacific 4/5/2024
Wastewater Optimization for Capital Improvements Planning Services Page 3 of 5

Plan sheets will be prepared to document the existing condition of the slab, walls, power systems,
lighting systems, plumbing, and heating systems (Sheets anticipated for Civil/Architectural, Mechanical,
and Electrical). Plan sheets of the required improvements for phases 2 and 3 will be prepared as well.
Report to include take-off of required improvements and local general contractor pricing to achieve
each service level.
Lift Station – Packaged Lift Station Feasibility Analysis
Two of the city’s sewage lift stations are in need of rehabilitation and serve a limited number of customers.
In one case, the pump station is served by a single customer. There is significant potential to simplify the
operation of the stations and lower the cost of rehabilitation by 50-80%. The work effort will likely lead to
$500,000 or more in savings and serve as a template for other small lift stations in the City. The
proposed scope of work will include the following analysis.

1. Review the drawings and site conditions of the two pump stations. Identify
flow, head, electrical stub geometry, and control requirements.
2. Develop an alternative using the packaged stations at each site - assume capacity to be met
with one pump out of service. Recommend a specific packaged station model number,
method of integrating controls in existing SCADA, options to attach to existing force main or
pulling new, and method to integrate packaged wetwell into existing wetwell structure.
3. Prepare sketches showing plan and section views of the new packaged pump stations. (16 hours)
4. Develop construction Cost Estimate in partnership with local mechanical contractor and
cost proposal from pump system supplier. (16 hours + $3k to estimator)
Deliverables

Final Report – Final report to document existing site conditions, loads, head, and existing controls.
Review packaged lift station technology and detailed review of the recommended system. Describe
structural, mechanical, electrical, and control system integration into the existing site. Provide plan and
section drawings showing how the new station will integrate into the existing civil, mechanical, electrical,
and control systems. Prepare a cost estimate to provide basis for comparison with the ‘maintain as is’
option.

3. Exhibit B of the Agreement entitled “Compensation Schedule & Reimbursable Expenses” is
hereby amended to read:

Item Hours Hourly Rate Additional Cost
Fixed Film Reactor- Environmental Assessment
and Technical Report
30 180 $5,400
Equipment, Supplies, PPE for sampling 3000 $3,000
DocuSign Envelope ID: BCE977A4-8529-4E0C-92F7-538E5C3605D3
