<br />Amendment No. 1 to <br />Consulting Services Agreement between City of San Leandro and Pacific 4/5/2024 <br />Wastewater Optimization for Capital Improvements Planning Services Page 2 of 5 <br /> <br /> <br /> <br /> <br />filter. It is anticipated that the samples will be analyzed for metals, PCB's, and asbestos in <br />accordance with State and Federal guidelines. <br />Sampling Event – Perform sampling with a certified lead inspector/assessor. Provide an aerial <br />lift and associated safety equipment/PPE to access all areas of trickling filter. Collect samples <br />from locations specified in written test plan. <br />Manage laboratory analysis. Under Federal and California law, an initial analytical screening is <br />required. Depending upon the measured levels, other testing may be required. The scope includes <br />management of this process, including ordering secondary STLC/TCLP tests. Managing this process will <br />ensure compliance with all Federal/California hazardous waste characterization requirements. <br />Deliverables <br />Final Report – Prepare a final report to support the characterization of the fixed film reactor debris and <br />their proper recycling (concrete and steel) and disposal (plastic media). Final report is intended as a <br />resource for contractors during the bid process. <br />2512 Davis Street - Maintenance Building Assessment and Cost Estimate <br />The City has acquired land and a building located at 2512 Davis Street – adjacent to the treatment plant <br />site. The building has not been occupied or maintained for several years. During this period, vandals <br />entered and removed portions of electrical wire and other salvageable materials. The subject project <br />includes an assessment of the existing condition and preparation of an estimate to restore the building to <br />three basic service levels – as detailed below. <br />1. Secure the Building and Prevent Deterioration - Secure the building envelope from water <br />damage and vandals – The minimal improvement scope includes securing all doors, windows, <br />and other potential access ways. The roof should be repaired and made watertight. A security <br />system should be installed and monitored to detect and vacate vandals should they return. <br />2. Restore all Systems – The assessment scope will include an inventory and cost estimate of <br />required repairs to patch the floor, wall systems, power, lighting, painting, heating, doors, <br />windows, ventilation, and other building basics. Restoration of all building systems would make <br />the space suitable for a secure storage area for the treatment plant. <br />3. Remodeling – The assessment scope will include documentation of desired improvements to <br />use the space as a maintenance shop. The improvements will likely include office space, <br />shared computer space, and shop work areas. <br />Deliverables <br />Final Report – Prepare a final report including photographs and written assessment of existing building <br />condition.
