3. Environmental Checklist <br />3. ENVIRONMENTAL FACTORS POTENTIALLY AFFECTED <br />This IS/MND examines the Project to identify potential effects on the environment. For each item on the Initial <br />Study checklist, the evaluation has considered the impacts of the Project both individually and cumulatively. As <br />needed, mitigation measures are included to reduce any significant impacts identified. <br />3.1. Approach to Cumulative Impact Analysis <br />Cumulative impacts are discussed at the end of each environmental topic impact discussion. The evaluation of <br />cumulative impacts considers whether the Proposed Project could have impacts that are individually limited, <br />but cumulatively considerable. Two approaches to a cumulative impact analysis are provided in CEQA <br />Guidelines Section 15130(b)(1): (1) the analysis can be based on a list of past, present, and reasonably <br />foreseeable probable future projects producing closely related impacts that could combine with those of a <br />project, and (2) a summary of projections contained in a general plan or related planning document can be <br />used to determine cumulative impacts. The following factors were used to determine an appropriate list of <br />individual projects to be considered in this cumulative analysis: <br />Similar Environmental Impacts - A relevant project contributes to effects on resources that are also <br />affected by the Project. A relevant future project is defined as one that is "reasonably foreseeable," <br />such as a project for which an application has been filed with the approving agency or whose funding <br />has been approved. <br />Geographic Scope and Location - A relevant project is one within the geographic area where effects <br />could combine. The geographic scope varies on a resource -by -resource basis. For example, the <br />geographic scope for evaluating cumulative effects on air quality consists of the affected air basin. <br />Timing and Duration of Implementation - Effects associated with activities for a relevant project (e.g., <br />short-term construction or long-term operations) would likely coincide with the related effects of the <br />Project. <br />Table 3-1 lists the plans and projects in the Project vicinity considered in the cumulative impact analysis, <br />based on the above -referenced factors. <br />Table 3-1.
