<br />Consulting Services Agreement between City of San Leandro and Last revised July 9, 2024 <br />Ian Wren for Treatment Wetland Project Phase 2 Exhibit A – Page 1 of 3 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br /> <br />Consultant understands that the Water Pollution Control Plant (‘WPCP’) for the City of San Leandro <br />(‘Client’ or ‘City’) requests services to support the permitting, implementation, and evaluation of of current <br />and future phases of nature-based wastewater treatment systems, as detailed in the Client’s 2023 <br />Measure AA grant proposal to the San Francisco Bay Restoration Authority (‘SFBRA’) and the U.S. <br />Environmental Protection Agency’s (‘EPA’) Water Quality Improvement Fund (‘WQIF’), titled San Leandro <br />Treatment Wetland for Pollution Reduction, Habitat Enhancement and Shoreline Resiliency (‘Project’). <br />This Project encompasses three tasks pertaining to <br />1. Project and grant management support <br />2. Regulatory agency consultation <br />3. Evaluation of potential nature-based treatment projects <br />TASK 1 PROJECT MANAGEMENT SUPPORT <br /> <br />Project management efforts include reporting and coordination under the SFBRA and EPA WQIF <br />grants, stakeholder engagement, and communications support. <br />Work Efforts <br /> Support in finalizing the grant agreements between SFBRA and EPA to support the <br />implementation phase of the Project; <br /> Development of quarterly status reports during the performance period of this Project, <br />pursuant to SFBR Measure AA grant requirements, through the end of 2026; <br /> Development of quarterly status reports during the performance period of this Project, <br />pursuant to EPA’s WQIF grant requirements, through the end of 2026; <br /> Meetings on an as-needed basis, including but not limited to quarterly meetings with SFBRA <br />staff and monthly check-ins with City staff; <br /> Coordinate and monitor project progress and sub -consultants for conformance with best <br />practices and other governing agency requirements; <br /> Presentations and briefings to regional stakeholders regarding project progress and status <br />as it related to regional efforts in advancing shoreline resilience projects, including, but not <br />limited to, the San Francisco Bay Estuary Partnership, Nutrient Management Strategy, the San <br />Leandro Bay/Oakland-Alameda Estuary Adaptation Working Group, and San Francisco Bay <br />Regional Water Quality Control Board (‘Water Board’); <br /> Coordination with potential academic research partners to establish monitoring support as <br />the project is initiated to establish project success (i.e. UC Berkeley); <br /> Notify the City of any changes in scope or budget as soon as possible and propose actions <br />if necessary to correct these changes; <br /> Maintain communication by being available by phone or e -mail and responding in a timely <br />fashion; <br /> Maintain project files; and <br /> Provide monthly written progress reports and invoices. <br />Work Products <br /> Deliverables responsive to the EPA and SFBRA to finalize grant agreements. <br />Docusign Envelope ID: 9F9353E1-04E4-438D-B122-70CBDCCBA939
